闭门会议上，朱小丹强调，广东将坚定不移地把扩大对外开放摆在突出位置，增创国际竞争新优势。朱小丹指出，广东的实践充分证明，不断扩大对外开放，加强与世界各国各地区的合作，才能实现互利共赢。
朱小丹强调，当前世界经济格局正经历着深刻变革和调整，广东正处于新旧发展模式转换的关键阶段。广东要在新一轮全球经济竞合浪潮中继续走在我国前列，必须实行更加积极主动的开放战略，在更高层次、更宽领域、更深程度上参与国际合作与竞争，更好地以开放促改革、促创新、促发展，为打造广东经济“升级版”提供有力支撑。
推动开放向经济社会各个领域延伸
