温都讯 昨天上午，浙江“深化千万工程 建设美丽乡村”现场会在温州举行。省委书记夏宝龙在会上强调，我们要深入贯彻落实党的十八届三中全会和习近平总书记、李克强总理关于美丽乡村建设的重要批示精神和全国改善农村人居环境工作现场会精神，以农村生活污水治理为突破口，不断拓展村庄环境整治和美丽乡村建设的内涵与外延，力争，努力把全省美丽乡村建设提升到一个新的高度，加快走出“绿水青山就是金山银山”发展新路。
会议以视频会议的形式召开。赵一德、陈小平等在温州主会场出席会议，黄旭明宣读有关表彰规定，部分市县负责同志发言。11月20日下午，夏宝龙和其他与会人员赴永嘉县苍坡村、岩头村、下日川村等地，考察永嘉农村生活污水治理、历史文化村落保护等情况。
夏宝龙指出，经过多年努力，我省实施“千村示范、万村整治”工程和推进美丽乡村建设已进入一个新的阶段。当前，全面治理农村生活污水，既是美丽乡村建设的深度延伸，也是提升美丽乡村建设水平的题中之义。广大农村是全省城市的纵深腹地，是江河之水的主要来源。农村生活污水点多量大、影响面广，治理条件复杂、基础薄弱，是全省水环境综合治理的重点和难点。要把治理农村生活污水作为贯彻党的十八届三中全会精神、全面深化改革的重要举措，作为全省“治污水、防洪水、防内涝”工作的重要组成部分，按照“科学治水、依法治水、铁腕治水、全民治水”的要求，让广大农村水变干净、塘归清澈，重塑江南水乡韵味，倒逼农村生产方式、生活方式、建设方式转型升级，加快建设天更蓝、水更清、山更绿、地更净、空气更清新的美丽乡村。
夏宝龙指出，治理农村生活污水牵一发而动全身，必须把握规律特点、讲求方式方法、注重统筹兼顾，突出科学性、系统性、协同性，坚持规划引领、一贯到底、有序推进、长效运行，做到“符合规律不折腾、统筹推进不重复、长效使用不浪费”。各级各部门和广大党员干部要发动群众，强化保障，拿出“不见成效不收兵”的韧劲，坚决打赢农村生活污水治理攻坚战。
王辉忠在主持会议时要求，做好农村生活污水治理，要在全面动员、加快启动上抓落实，在分类推进、取得实效上抓落实，在明确责任、强化保障上抓落实。各市、县(市、区)要马上行动起来，确定好时间表和路线图，因地制宜、科学规划，保证质量、以用为本，整合资源、强化保障，主动履职、务求实效，加快提升我省美丽乡村建设水平。
市委书记陈一新在致辞时表示，温州将坚持美丽乡村建设与农村综合改革、“三改一拆”、“四边三化”、小微企业园建设、历史文化村落保护“五项结合”；实行规划全域化、全域景观化、景观生态化、生态产业化、产业现代化“五化联动”；推进治污水、防洪水、挡潮水、保饮水“四水共治”；强化领导协调、责任分工、统盘推进、督查考核、群众参与“五大机制”，扎实推进美丽乡村建设。
