广东省政府发文要求铁路建设融资向社会投资者开放
昨日，省政府网站发布了《广东省人民政府转发国务院关于改革铁路投融资体制加快推进铁路建设意见的通知》(下称《通知》)，明确提出鼓励社会投资者以独资、控股、参股等直接投资方式参与广东铁路项目投资建设、运营和开发，探索引进保险资金、投资基金等社会资本以股权投资等方式参与广东省铁路项目投资。
研究设立铁路发展基金
《通知》提出，要积极推进铁路投资多元化，进一步发挥市场机制作用，鼓励社会投资者以独资、控股、参股等直接投资方式参与本省铁路项目投资建设、运营和开发，探索引进保险资金、投资基金等社会资本以股权投资等方式参与铁路项目投资。各地、各有关部门要积极探索完善财政贴息、土地综合开发、票价制订、购买服务等方面扶持政策，支持推进铁路项目投资多元化工作，为铁路投融资体制改革创造条件。
同时，充分发挥财政资金杠杆作用，研究设立铁路发展基金，吸引社会资本投入，探索以市场化运作为主的基金收益补偿机制，实现稳定合理投资回报。
健全审批绿色通道制度
按照规范、可控的原则，积极争取国家继续支持本省发行地方政府债券。研究通过资产重组、资产注入等方式，进一步提高现有融资平台的融资能力，扩大融资规模。省铁路建设投资集团有限公司要继续与有关金融机构加强合作，积极创新融资方式，切实增强自身融资能力。
《通知》还提出，项目业主单位要强化主体责任意识，主动采取切实有力措施推进项目建设工作，确保在建项目按计划建成通车、近期拟开工建设项目早日实现开工建设。各地政府要积极配合推进项目各项前期工作，落实项目配套出资，全力做好项目征地拆迁工作，为工程实施创造良好环境。各地、各有关部门要进一步简化审批程序，缩短审批时间，建立健全铁路项目审批绿色通道制度。对需上报国家有关部门审批的事项，省有关部门要积极配合项目业主单位加强跟踪落实，力争早日获批。
