异地高考仍按“三步走”
《办法》称，所称随迁子女是指跟随父亲或母亲在广东省生活、就学的非广东省户籍进城务工人员及其他非广东省户籍就业人员子女。
去年12月29日，广东省人民政府转发通知，确定广东省从2013年开始分步实施随迁子女就地升学考试，相关工作分三步实施。

2013年起
通过积分入户广东省的异地务工人员、高技能人才，其随迁子女不受入户年限、就学年限等限制，可在广东省报名参加高考，并可与广东省入户地户籍考生同等录取。
2014年起
经县(市、区)人民政府主管部门认定的在广东省具有合法稳定职业、合法稳定住所并连续3年以上持有广东省居住证、按国家规定在广东省参加社会保险累计3年以上的进城务工人员，其随迁子女具有广东省中职学校3年完整学籍的，可在广东省报名参加高等职业学院招收中职学校毕业生招生考试(即：“3+专业技能课程证书”考试和高职学校对口自主招生考试)，并可与广东省户籍考生同等录取。
2016年起
经县(市、区)人民政府主管部门认定的在广东省具有合法稳定职业、合法稳定住所并连续3年以上持有广东省居住证、按国家规定在广东省参加社会保险累计3年以上的进城务工人员，其随迁子女在广东省参加中考并在父母就业所在城市具有高中阶段3年完整学籍的，可在广东省报名参加高考，并可与广东省户籍考生同等录取。
新办法
而最新《办法》与“三步走”内容一致，实施时间、所设条件相比都没有变化。
在最新《办法》“第三步”的条件阐述中，仍然规定：符合参加高考升学考试准入条件的进城务工人员随迁子女，按要求办理报名手续在广东省参加高考的，与广东省户籍考生同等录取。
不过，《办法》对“随迁子女在父母就业所在城市具有高中阶段3年完整学籍”的表述略作修改，加上“或”字，改为“随迁子女在父亲或母亲就业所在地市具有高中阶段学校3年完整学籍”。而《办法》在其他相关条文中，相关称谓也表述为“父亲或母亲”，使条件阐述更为清晰。
异地高考怎样报名
1.《办法》要求，需在广东省参加高考的随迁子女，应当在高考报名前向就学所在县(市、区)招生考试机构提出申请，并提交相应证明材料。
2.由县(市、区)招生考试机构负责汇总，并分送县(市、区)人力资源社会保障、住房城乡建设(房地产)、公安、教育等职能部门，由各职能部门根据准入条件，进行审核、认定。
3.各职能部门审核后，在规定时间内将有关名单反馈回县(市、区)招生考试机构，由招生考试机构根据各职能部门的审核结果，确定报考名单。
4.所确定的报考名单由学籍所在中学公示，对公示结果有异议并经审定不符合报考条件的，不予办理报考手续。
(注：进城务工人员参加社会保险累计年限的计算截止时间，为其随迁子女当年高考报名规定时间。)
异地考生如何借考
《办法》规定，对不符合异地高考条件的进城务工人员随迁子女，经户籍所在地省级招生办公室同意，2014年起可在广东省借考。
不过，借考考生应向户籍所在地省级招生办提出书面申请，经户籍所在地省级招生办同意，方可在广东省其父亲或母亲就业所在地市借考。报名时，随迁子女应出示户籍所在地省级招生办同意的有关书面材料，在规定时间内到其父亲或母亲就业所在地市招生办办理高考借考手续。
此外，在广东省借考的随迁子女应回到户籍所在省(区、市)参加录取，具体录取要求和标准由户籍所在地省级招生办确定。
新方案三个细则
买房租房都算“合法稳定住所”
去年公布“三步走”方案时，不少市民疑惑，如何认定进城务工人员有“合法稳定职业”和“合法稳定住所”，租房算不算有合法稳定住所呢？是否要买了房才能参加异地高考？
《办法》明确，进城务工人员具有下列条件之一的，应认定为在广东省具有合法稳定职业：在广东省范围内与用人单位签订了劳动合同，或在广东省人力资源和社会保障部门办理了就业登记；在广东省各级工商行政管理部门登记领取营业执照从事合法个体经营或其它商业活动。
而具有“合法稳定住所”的标准是：在广东省拥有自有住房的(具有房地产权证、购房合同、房屋拆迁补偿协议等之一)；在广东省合法租赁住房的【具有有效期内且已在县级以上房屋租赁管理部门或房屋所在地街道(镇)出租屋管理中心及其他授权办理备案机构办理了登记备案手续的房屋租赁合同，或房屋租赁登记备案证明】。
材料造假将不准报考
《办法》强调，如果随迁子女的有关材料及有关证件不齐备或弄虚作假的，一律不准报考。对弄虚作假取得报名资格的随迁子女，一经发现，取消报名资格。已被录取的随迁子女，一经查实有关证件不齐备或弄虚作假的，取消录取资格。
户口簿身份证要同名
