“异地高考”报考需要什么证明？父母是否都要符合条件？稳定职业、住所等如何界定？需找哪些部门？借考怎么办？
去年12月底，广东省政府发布通知，明确从2013年开始分三步实施随迁子女就地升学考试。昨日，《进城务工人员随迁子女在广东省参加高校招生考试实施办法(试行)》(以下简称《方案》)在省教育厅网站上公布并征集意见，“三步走”的做法、学生异地高考所需资质仍与此前通知保持一致。《方案》显示，父母一方符合社保等条件即可，租房或是稳定住所。
父亲或母亲具备条件即可
《方案》称，符合条件的随迁子女2014年起可报名参加高等职业学院招收中职学校毕业生招生考试，2016年可报名参加高考。但报考有合法稳定职业、合法稳定住所、持有3年以上居住证、连续3年社保缴费等六大门槛。
合法稳定职业、住所等如何认定？《方案》规定，进城务工人员在广东省范围内与用人单位签订了劳动合同，或在人力部门办理了就业登记，或在广东省各级工商行政管理部门登记领取营业执照从事合法个体经营或其它商业活动都可以被认定为具有合法稳定职业。
《方案》称，父亲或母亲其中一人具备条件即可。
此前，租房是否为稳定住所成家长关心问题。《方案》称可凭借房地产权证、购房合同、房屋拆迁补偿协议、房屋租赁合同、房屋租赁登记备案证明等其中一项材料证明其合法稳定住所，租房也在其中。
而社会保险则包括养老、医疗、失业、工伤、生育五种险种的证明。参加社保累计年限计算的截止时间为子女高考报名规定时间。
借考应向户籍地书面申请
如果考生家长符合上述基本条件，就要将证明材料拿去审核。资料审核将涉及公安局、人力资源和社会保障局、住房和城乡建设局、教育局等部门。此前家长就曾抱怨，要跑路的部门太多，手续太繁琐。《方案》称，将由市县区招生考试机构负责汇总证明材料，并分送往上述职能部门。
符合报名条件在广东省参加高考的学生，将与广东省户籍考生同等录取。当然，不能造假。弄虚作假取得报名资格的随迁子女，一经发现，取消报名资格。已被录取的随迁子女，查实造假或证件不齐会取消录取资格。
另外，不符合条件的随迁子女还可在广东借考。不过，《方案》称，借考应当向户籍所在地省级招生办公室提出书面申请，经对方同意，才能在学生父亲或母亲就业所在地市借考。借考后，随迁子女应当回户籍所在省市参加录取。
