省交警总队相关负责人介绍，此次《意见》涉及的15条便民措施主要是针对目前驾驶人考试、机动车检验等容易出问题的岗位和环节加强监督管理，进一步对车驾管业务进行规范，正视老百姓对车驾管服务的诉求，开通多渠道、全方位的便民服务，提升车管所的服务品质。
◎业务后台转
决不让群众跑第二趟
《意见》要求：
对群众的咨询和业务申请，车驾管民警要当场予以答复或办理，做到“四清”，即咨询一次讲清，表格一次发清，材料一次审清，内容一次理清。对申请材料齐全并符合法规要求的，必须在规定的时限内办结。对手续不全的，开具退办单，一次性告知补办事项，不让群众跑第二趟。群众今后办事也只用面对前台工作人员，“一窗式”综合业务受理材料，所有业务在后台传递。
此外，省公安厅要求各地车管所统一设置疑难业务集中处理窗口，集中受理、解决群众办事中遇到的“疑难杂症”。

◎条件适合将开通手机车管所
全省各地要加强互联网网上车管所建设，最大限度地增加网上服务项目，并开通实名微博、QQ、微信公众平台，适时开发手机客户端，以开通手机车管所等形式，方便群众咨询、办理、预约考试等车驾管业务。

目前，我省18个省辖市均已开设网上车管所，可以咨询、查询、办理机动车及驾驶人交通违法交款、网上选号、机动车所有人及驾驶人变更联系方式等业务。郑州、安阳等地已开通驾驶人考试网上预约，驾校的学员可以随时查询自己的考试成绩及考试状态。
该负责人表示，将来有条件的车管所将开通邮政代办业务、开发相应的智能手机客户端软件，让老百姓坐在家里就能享受车管所的便民服务。
◎明年元旦驾考全程视频监控
2014年1月1日前建成驾驶人考试监控中心，实现考试全省联网全过程音视频监控，所有考场数据库服务器实行集中管理。2014年3月1日前，科目三实际道路要全面实现智能评判与人工评判相结合的考试方式，减少人为因素干扰。凡在规定时间内完不成任务的，暂停考试业务。

同时省交警总队还要通过考试过程音视频监管系统远程实时点播功能对考试过程进行巡视抽查监控，发现违规行为的，将暂停某一考场的考试，并进行责任倒查。
◎考试员须全程佩戴执法记录仪
从2014年1月1日开始，所有考试员在考试过程中必须佩戴使用执法记录仪，确保考试过程和每个环节都实现同步录音录像，并及时固定音频视频证据材料，按规定保存和管理。不使用执法记录仪的，取消考试员的资格。同样，审车时的查验员也要全程佩戴执法记录仪。
省交警总队相关负责人告诉记者，“使用执法记录仪，就相当于在考试员头上戴个金箍，时刻提醒他们牢记考试工作纪律，严格执法。”这既是对考试过程的记录，同时也减少了考试员对考试评判的随意性，增加了驾驶人考试的透明度。目前多数省辖市的汽车类考试中，考试员已按规定使用执法记录仪，并按照要求集中保存数据，数据资料至少要保存三年。
而查验员全程佩戴执法记录仪可以对查验过程、重点查验项目进行视频或者图片采集记录，将杜绝车辆不到场查验、随意减少查验项目、降低查验标准等人为因素。民警即使不在现场，也可在后台监控有查验员资格的工作人员操作。
其他便民措施亮点
◎通过媒体及网上车管所，建立驾驶培训考试质量发布平台，通报考试质量情况。
◎考试员要定期实行交流轮岗，严格执行各项考试标准，公正评判。
◎一律不许通过非正常手段变相指定号牌号码，一律不许截留“三连号”等所谓“吉祥号”。
◎车管所领导每天值日接待群众，并公开领导接待具体时间和地点，为群众提供交管咨询，解答疑难问题，接受群众投诉、举报。
◎各地设立免费导办服务，简化业务办理程序，方便群众办理业务，认真查处办公场所及周边和网上非法中介活动，依法从严打击内外勾结和冒名欺骗诈财行为。
