　　刘延东表示，中国的改革将是一场全面的改革。其范围之广、力度之大前所未有，必将成为中国改革开放进程新的里程碑。改革的总目标是完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代化。提高科学执政、民主执政、依法执政的水平，使国家治理跟上中国经济社会发展要求，符合人民群众期待。改革的重点是经济体制改革，核心问题是处理好政府和市场的关系，使市场在资源配置中起决定性作用和更好发挥政府作用。一方面有所不为，就是解决政府的“越位”问题，不该管的不管，另一方面要纠正政府的“错位”和“缺位”问题，该加强的要加强，做正确的事情，弥补市场失灵。

　　刘延东指出，要更好保障和改善民生，促进社会公平正义，实现发展成果更多更公平惠及全体人民。深化教育领域综合改革，健全促进就业创业的体制机制，形成合理有序的收入分配格局，建立更加公平可持续的社会保障制度。坚持和完善人民代表大会制度，发展更加广泛、更加充分、更加健全的人民民主，改革司法管理体制，确保社会既充满活力又和谐有序。

　　刘延东说，要构建开放型经济新体制，推动对内对外开放相互促进、引进来和走出去更好结合，放宽投资准入，统一内外法律法规，加快自由贸易区建设，扩大内陆沿边开放，促进国际国内要素有序自由流动、资源高效配置、市场深度融合，扩大同各国的利益汇合点。

　　刘延东强调，要处理好改革发展稳定的关系。中国的改革已进入攻坚区和深水区，要有所突破，必须敢于啃硬骨头，敢于涉险滩。同时中国作为大国，决不能在根本问题上出现颠覆性错误。推进改革既要胆子大，也要步子稳，否则欲速则不达。我们将把坚定的改革意志同务实的政策措施结合起来，把顶层设计和摸石头过河结合起来，找到适合国情和发展阶段的路径。

　　总之，我们要通过全面深化改革，进一步解放和发展社会生产力，解放和增强社会活力，努力实现2020年全面建成小康社会目标和中国梦。中国的改革，不仅是推动自身发展的强大动力，而且也将为包括美国在内的世界各国开启更加宽广的互利共赢合作空间。
