刘延东当天在出席美国“十万强”基金会首届年会时致辞说，如今在中国大学校园里能遇到越来越多“十万强”计划的美国留学生，他们的进步令人赞叹，他们正和中国青年一道增进两国人民的友谊。自美国总统奥巴马首次访华宣布实施“十万强”留学中国计划4年以来，已推动6.8万名美国青年来华留学和交流，“十万强”基金会的成立也为进一步落实这项计划、深化两国人文交流探索了一条新途径、增添了一股新动力。
刘延东说，她这次访美是为了落实两国元首重要共识，举行两国政府换届后的第一轮人文交流高层磋商，而主题就是“青年与创新”，双方已经宣布将在2014年深入开展中美青年政治家、科学家、艺术家等各个领域青年人的互访项目，继续实施中美学生领袖交流项目，启动中美青年企业家社会创新项目，为两国青年交流开辟更加广阔的空间。
刘延东说，中美友好根基在民众、希望在青年，投资青年就是投资未来，今天为两国青年交流所作的努力必将成为未来中美关系最宝贵的财富。
她表示，第一，今后将把两国青年交流摆在更加突出的位置，拓展更加宽广的渠道，搭建多形式、多层次的交流平台；第二，要鼓励更多青年到对方国家学习交流，中国改革开放35年来共有将近300万中国青年出国留学，其中接近一半到美国留学，中国政府今后也欢迎更多美国青年到中国留学；第三，要让更多有识之士支持和参与中美人文交流。
奥巴马2009年访华时提出了“十万强”留学中国计划，该计划于2010年正式启动，目标是派遣10万名美国学生赴中国留学。今年1月，时任美国国务卿希拉里·克林顿正式宣布成立“十万强”基金会，并表示成立基金会不仅是为了实现10万名美国学生赴华留学目标，更是为了长远加强学生交流。
作为“十万强”基金会资助方之一，美国华人方李邦琴在年会期间告诉记者，自己来美50余年的一个切身感受是，美国人迄今对中国的了解仍比较片面，中美双方互相了解应从年轻人开始。她也看到，不少美国年轻人真正走进中国后，对中国的看法变得更丰富、更真实。如今，中国人赴美留学的很多，而美国人赴华留学的还很少，因此她希望支持中美青年的人文交流，希望他们为中美关系发展增添“正能量”。
“十万强”基金会总裁卡萝拉·麦吉弗特认为，学习汉语、研究中国不仅有利于两国人文交流和双边关系，也能给美国年轻学子带来切实益处，为他们提供开阔眼界、增长技能、增进友谊的契机。
“十万强”基金会提出的口号是“投资中美关系，一个学生一份力量”。在论述支持美国人学习中文的理由时，基金会在宣传材料中提出一连串“战略差距”数据：在美中国留学生人数是在华美国留学生的12倍；英语是中国中小学阶段必修课，美国中小学目前只有6万学生学习汉语；学习英语的中国人是学习汉语的美国人的600倍；去年中国学生留学美国的人数同比增长23%，美国学生留学中国的人数则仅增长5%。
美国民调机构盖洛普公司今年6月发布的民调结果显示，大多数美国人视中国为友好国家，其中美国年轻群体对中国持积极看法比较多。
