新华网北京11月22日电（记者 张庆水）中共中央政治局委员、中央政法委书记孟建柱20日在京主持召开中央政法委员会第七次全体会议，深入学习十八届三中全会精神，研究贯彻落实意见。他强调，要以对党和人民高度负责的态度，全面正确深入领会三中全会精神，把《中共中央关于全面深化改革若干重大问题的决定》确定的改革任务落到实处。
孟建柱指出，党的十八届三中全会是在我国改革开放新的重要历史阶段召开的一次重要会议，是我们党坚定不移地高举改革开放旗帜的重要宣示，吹响了全面深化改革的新号角，充分体现了以习近平同志为总书记的党中央对国家发展、民族振兴、人民幸福的深谋远虑、责任担当，体现了我们党解决妨碍科学发展深层次问题的坚定意志和巨大勇气，必将对开拓中国特色社会主义事业更为广阔的前景产生十分重大而深远的影响。全会通过的《决定》，描绘了全面深化改革的新蓝图、新愿景、新目标，汇集了全面深化改革的新思想、新论断、新举措，反映了社会呼声、社会诉求、社会期盼，凝聚了全党全社会关于全面深化改革的思想共识和行动智慧，是新的历史起点上全面深化改革的科学指南和行动纲领，必将对实现“两个一百年”奋斗目标和中华民族伟大复兴的中国梦产生强大的推动力。
孟建柱指出，学习好、贯彻好三中全会精神，把全体政法干警的思想统一到全会精神上来，是当前政法机关的重要政治任务。各级政法机关要以高度的政治责任感、求真务实的作风，全面正确深入学习贯彻落实全会精神，真正把全会精神转化为推进改革的强大动力。要抓好深化司法体制改革任务的落实。中央政法各单位都要成立改革领导小组，一把手亲自抓，敢于负责、敢于担当，敢于啃硬骨头、敢于碰难题，善于发现问题、找准症结、研究解决。对正在研究推动的改革事项，要抓紧制定、完善实施方案，明确工作进度图；对只是明确了改革方向的事项，要抓紧研究形成具体的改革意见、实施方案；对涉及面广、比较复杂的改革事项，要深入开展调查研究，尽快提出改革的路线图、时间表；对全面推开条件尚不具备的改革事项，要先行试点，及时总结经验，完善试点方案，逐步扩大试点范围；对难度较大的改革事项，要集中力量，攻坚克难。
孟建柱要求，要抓好推进法治中国建设、创新社会治理体制等政法机关承担重要职责的改革任务的落实，充分发挥主观能动性，深入开展调查研究，抓紧就有关改革事项提出改革意见、实施方案。要抓好需要政法机关配合支持的改革任务的落实，按照牵头单位的统一安排，承担起自己应负的责任，共同完成好《决定》确定的改革任务。
孟建柱强调，要牢牢把握改革方向，紧紧围绕完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化的总目标，坚持党的领导，坚持以中国特色社会主义理论为指导，坚持一切从实际出发，坚持以我为主，确保改革坚持中国特色社会主义方向，推动中国特色社会主义司法制度自我完善和发展。
孟建柱要求，要坚持统筹兼顾、积极稳妥。全面深化改革，既要有解放思想、攻坚克难的勇气，又要有统筹兼顾的智慧，努力形成心往一处想、劲往一处使的工作合力。要积极稳妥，把整体推进和重点突破结合起来，从容易形成共识的事情做起，从政法机关自身能够推动的事项做起，提高操作能力和执行力，把蓝图变成方案、把方案变成现实。对涉及全局性的重大改革事项，要广泛听取系统内外的意见，特别要与有关部门充分沟通、协商；对专业性比较强的改革事项，要组织专家学者进行评估论证；对与人民群众切身利益密切相关的改革事项，要听取人民群众的意见，紧紧依靠人民群众推动改革。要坚持依法有序，运用法治思维和法治方式深化改革，加强对改革过程中涉及法律立、改、废的研究论证工作，积极提出建议方案。要加强统筹协调，充分发挥职能作用，既抓好本单位牵头或参与的改革事项，又协调解决改革中遇到的有关问题特别是跨部门的有关问题，确保改革顺利推进。要正确解读《决定》的内容，正确宣传改革的意见，正确引导社会预期，最大限度地凝聚共识，为改革营造良好舆论环境。
孟建柱强调，贯彻三中全会精神，要与正在做的工作结合起来，把已经部署的各项工作做得更好。要始终保持清醒头脑，增强忧患意识，强化底线思维，认真分析、准确把握岁末年初政法工作的特点、规律，增强工作的前瞻性、预见性、主动性，把可能遇到的风险挑战估计得充分一些，把应对预案措施考虑得周全一些，切实维护社会大局持续稳定。要紧密结合学习贯彻全会精神，深入开展调查研究，提前谋划明年和今后一个时期政法工作。
