本报讯 (记者陈翔)昨天，省教育厅公布《进城务工人员随迁子女在广东省参加高校招生考试实施办法(试行)》(以下简称《办法》)，并向社会征求意见(详见附表)。《办法》明确随迁子女2016年起可报名高考，也明确了“合法稳定职业”、“合法稳定住所”的标准。《办法》称，随迁子女是指跟随父亲或母亲在广东省生活、就学的非广东省户籍进城务工人员及其他非广东省户籍就业人员子女。
《办法》并没进一步放宽门槛
省教育考试院负责人表示，目前方案在征求意见中，和以前相比并没有放宽门槛，正式文件下一步将会公开。去年12月29日，广东出台异地高考方案，确定从今年开始分步实施随迁子女就地升学考试，相关工作分三步实施：
2013年起，通过积分入户广东省的异地务工人员、高技能人才，其随迁子女不受入户年限、就学年限等限制，可在广东省报名参加高考，并可与广东省入户地户籍考生同等录取；
明年起，经县(市、区)人民政府主管部门认定的在广东省具有合法稳定职业、合法稳定住所并连续3年以上持有广东省居住证、按国家规定在广东省参加社会保险累计3年以上的进城务工人员，其随迁子女具有广东省中职学校3年完整学籍的，可在广东省报名参加高等职业学院招收中职学校毕业生招生考试，并可与广东省户籍考生同等录取；
2016年起，经县(市、区)人民政府主管部门认定的在广东省具有合法稳定职业、合法稳定住所并连续3年以上持有广东省居住证、按国家规定在广东省参加社会保险累计3年以上的进城务工人员，其随迁子女在广东省参加中考并在父母就业所在城市具有高中阶段3年完整学籍的，可在广东省报名参加高考，并可与广东省户籍考生同等录取。
记者了解到，《办法》与上述“三步走”内容相符。不过，在《办法》“第三步”的条件阐述中，对“随迁子女在父母就业所在城市具有高中阶段3年完整学籍的”的表述做了修改，加上“或”字，改为“随迁子女在父亲或母亲就业所在地市具有高中阶段学校3年完整学籍”。《办法》在其他相关条文中，也表述为“父亲或母亲”，使条件阐述更为清晰。
借考生要回户籍地参加录取
《办法》要求，需在广东省参加高考的随迁子女，应当在高考报名前向就学所在县(市、区)招生考试机构提出申请，并提交相应证明材料，由县(市、区)招生考试机构负责汇总，并分送县(市、区)人力资源社会保障、住房城乡建设(房地产)、公安、教育等职能部门，由各职能部门根据准入条件，进行审核、认定。各职能部门审核后，在规定时间内将有关名单反馈回县(市、区)招生考试机构，由县(市、区)招生考试机构根据各职能部门的审核结果确定报考名单，所确定的报考名单由学籍所在中学公示，对公示结果有异议并经审定不符合报考条件的，不予办理报考手续。
进城务工人员参加社会保险累计年限的计算截止时间为其随迁子女当年高考报名规定时间。另外，在广东省借考的随迁子女应当回到户籍所在省(区、市)参加录取。
合法稳定职业
进城务工人员具有下列条件之一的，应认定为在广东省具有合法稳定职业：在广东省范围内与用人单位签订了劳动合同，或在广东省人力资源和社会保障部门办理了就业登记；在广东省各级工商行政管理部门登记领取营业执照从事合法个体经营或其他商业活动。
合法稳定住所
具有合法稳定住所的标准是：在广东省拥有自有住房的(具有房地产权证、购房合同、房屋拆迁补偿协议等之一)；在广东省合法租赁住房的(具有有效期内且已在县级以上房屋租赁管理部门或房屋所在地街道(镇)出租屋管理中心及其他授权办理备案机构办理了登记备案手续的房屋租赁合同，或房屋租赁登记备案证明)。
