改革只有一个指向，为人民而改革，这是改革的根本价值；改革只有一个标准，尊重人民意愿，这是改革的基本立场。今天我们推进改革的复杂程度、敏感程度、艰巨程度，一点都不亚于30多年前，越是面对繁难复杂的改革任务、世所罕见的风险挑战，越要善用群众的参与热情、畅通群众的参与渠道、完善群众的参与机制，让一切推动社会发展的活力竞相迸发，让一切创造社会财富的源泉充分涌流。
紧紧依靠人民，就要把群众利益作为改革的出发点和落脚点，就要把人民满意作为衡量改革成败的根本标准。推进任何一项重大改革，都要站在人民立场上把握和处理好涉及改革的重大问题，都要从人民利益出发谋划改革思路、制定改革举措。“大鹏之动，非一羽之轻也；骐骥之速，非一足之力也”，13亿人民心往一处想、劲往一处使，何愁改革不能凝聚共识、形成合力？发展焉能不飞得高、跑得快？
在全面深化改革进程中，遇到关系复杂、难以权衡的利益问题，要认真想一想群众实际情况究竟怎样？群众到底在期待什么？群众利益如何保障？群众对我们的改革是否满意？唯有真诚倾听群众呼声、真实回应群众诉求、真情顺应群众期盼，及时总结群众创造的新鲜经验，充分调动群众推进改革的积极性、主动性、创造性，才能把最广大人民智慧和力量凝聚到改革上来，同人民一道把改革推向前进，从而破解发展中面临的难题、化解来自各方面的风险挑战，推动经济社会持续健康发展。
鲁迅先生说过，“多数的力量是伟大的、要紧的，有志于改革者倘不深知民众的心，设法利导，改进，则无论怎样的高文宏议，浪漫古典，都和他们无干，仅止于几个人在书房中互相叹赏”。历经30多年的飞速发展，全面深化改革激发了亿万人民的全新期待。一切为了人民、紧紧依靠人民，我们就一定能在上下同心、共同参与中，取得历史接力赛中我们这一棒的优异成绩。
