高陵县纪委副书记张军祥介绍，选取的委办局包括县财政局、建设局、教育局、卫生局等，均是和群众工作、生活密切相关的政府职能部门。此外，高陵县一共就有10个街镇，这次公开述职述廉，要求9名街镇党委书记(另外一个街镇党委书记职务调整，职位空缺)全都参加。
据张军祥介绍，目前县电视台已经为19名“一把手”录制完述职述廉的片子，从上周开始陆续播出，每晚1人。“我们选取的播出时间，是在《新闻联播》和《高陵新闻》后播出，正好是黄金时段，这样能有更多的群众看到。”张军祥说。
最大看点就在“公开”二字
张军祥副书记20日介绍，这次述职述廉，最大的创新就在于“公开”二字。在此之前，该县党政主要领导干部的述职述廉主要是在纪委组织召开的“内部”会议上进行，这也是目前我国大多数地区领导干部述职述廉最常用的方式。
“实际上我们本来有电视直播述职述廉打算的。”张军祥说，但通过向县电视台沟通后，因受技术条件限制，没能成行。
面向全县群众谁敢说瞎话
虽然总共只有5分钟左右的介绍，但这却是高陵县此次创新之举的最大亮点所在。根据高陵县纪委规定，此次公开述职述廉，必须公开自己的住房、配偶及子女工作基本状况，以及本人是否有违规经商等内容。
药红岗说：“在电视上述廉，只要看到的人都能够监督，谁还敢说瞎话？”

官员财产公开是大势所趋
针对高陵县纪委在这次党政领导干部述职述廉方式上的探索创新，中央党校蔡霞教授表示，高陵县的探索是值得肯定的。官员的财产公开，从国际上看，是廉政建设方面成本比较低，比较可行的措施，从中国情况看，也是大势所趋。
