对此，有市人大常委会委员提出，推广儿童安全座椅初期，生产商及销售商要给予消费者技术指导，可组织制定安全使用标准和售后使用规范，还有常委会委员提出，儿童安全座椅的质量问题有关部门要做好监管。
另外，新草案还增加一条：父母或者其他监护人应看护好未成年人，避免让学龄前儿童独处。
新草案还规定，上海的营业性歌舞娱乐场所、互联网上网服务场所、酒吧等场所，应在门口醒目位置设置全市统一的未成年人禁入标志，并禁止未成年人进入。
未成年人禁烟酒的规定也向控烟规定看齐。新草案中规定，托儿所、幼儿园、中小学及少年宫、青少年活动中心的室内外区域禁止吸烟、饮酒。
新草案还增加规定，未成年人保护委员会应督促有关部门对未成年教育培训结构的安全工作进行检查。
扩大未成年人救助范围
新草案的又一亮点是扩大了未成年人的救助保护范围，对那些既不是流浪乞讨也不是离家出走、但家庭确实无法看护的未成年人，明确了救助保护。市级和区县级政府及民政部门应设立救助场所、对流浪乞讨、离家出走等生活无着未成年人实施救助，承担临时监护责任，并会同公安等部门帮助寻找其监护人。
民政部门对孤儿、无法查明监护人以及其他生活无着的未成年人，通过设立儿童福利机构、委托或购买服务等方式收留抚养；鼓励社会力量依法设立儿童福利机构。
