在忻州检察系统，张旭民是出了名的“一根筋”。1987年，他在忻州地区检察分院工作时，办公室经常发生盗窃，不少同事背着老婆藏在抽屉里的“私房钱”被偷，铁皮柜里的卷宗被翻得乱七八糟。当时，公检法集中在一个院子办公，多次向公安报案都未有进展。
年轻气盛的张旭民主动申请值夜班，并放话：一定抓住小偷。守株待兔多日，张旭民与一名同事配合，终于把窃贼候个正着。开灯一瞅，傻了眼，小偷居然是隔壁法院民庭庭长年仅16岁的儿子。同事蒙了：“怎么办？”“没啥好说的，送派出所。”张旭民说。
第二天上班，检察院专门开了表彰会，给张旭民发了奖状，奖金一百元，相当于他两个多月的工资。但大院里的人不以为然，抓的孩子是院里的子弟，内部教育即可，没必要兴师动众地扭送到派出所。不少人觉得，这个小伙子爱出风头：“低头不见抬头见，你让孩子家长怎么看你。”
张旭民不以为意：我帮他教育儿子，有什么错吗？
“不通过组织程序，师出无名，我不干”
凭借这股执拗劲儿，张旭民连续两年被评为全省优秀公诉人，1988年，调入山西省人民检察院起诉处。
这是张旭民功成名就的起点，也是他最终黯然神伤之地。1995年，张旭民因在两个涉黑文物犯罪集团公诉中表现突出，荣立三等功，一年后被提拔为省检察院起诉处副处长。
1998年12月，专案组接到线索，一起盗墓案的主要犯罪嫌疑人趁夜潜回老家。原本抓捕工作由公安负责，但考虑到犯罪嫌疑人很可能有政法系统的“保护伞”，张旭民主动要求参加抓捕行动。

可在张旭民眼中，作为检察官，如果连程序正义都做不到，那公平正义都是空谈。
“申请选票公开是我的知情权”
时间来到2009年3月，山西省人民检察院举行竞争上岗考核，以推荐、笔试、面试的形式，对十个处长、十八个副处长和十八个处级检察员岗位进行公开竞争，时任政治部主任严奴国担任竞争上岗办公室主任。此时，张旭民所在的巡视组已被撤销，分流到人民监督员办公室，这被视为闲差中的闲差。不甘寂寞的张旭民决定参加竞争一个处级岗位，他是报名者中唯一竞争平级岗位的处级干部。

张旭民找到时任检察长反映选票情况。检察长告诉他，按程序规定，政治部应有一份计票汇总表，上面记录每个参与者的得票总数，有政治部副主任、监察处长、机关党委书记的签字，可供查证。
但严奴国却对张说，汇总表已经与推荐票一起密封了。张旭民又分别找到有权力在计票汇总表上签字的三人，只有监察处长承认在汇总表上签过字，但并未留意具体票数，其余二人都明确表示，没有在汇总表上签过字，其中一个人，当时并不在计票现场。
就这样一个简单的表格与签字问题，都纠结不清，张旭民决定，向院党组正式提出申诉。严奴国劝他，正值领导变动，这样可能引起混乱，要考虑后果。张旭民生气地回答：“那从现在开始，我公开举报你。”
当年6月，新任检察长上任，张旭民再次提出申诉，还将申诉书寄往最高人民检察院和山西省委组织部。半年后，政治部通知他，正式受理申诉。可仅过了五天，张再次接到通知，复核中止。这一切都让张旭民越来越相信：他的推测可能是对的。

密封袋被开封，没有公章，计票表和汇总表失踪……张旭民多次追问，调查组的解释是：推荐票档案袋没有密封和盖章，确实是不严谨，至于计票表和汇总表找不到，则不在调查范围之内。

一些同事和老领导私下劝他放弃申诉，没凭没据怀疑组织，后半辈子毕竟还要在检察院大院里生活。张旭民反问：“申请选票公开是我的知情权，他们没有猫腻为什么一推再推。我的申诉就跟提起公诉一样，没有正当理由为什么要撤诉呢？”
但意外接踵而至。一次散步时，他被一青年撞倒，导致伤腿的股骨头坏死，女儿停放在家门口的新车也被砸。张旭民妻子劝他，“你要想想女儿还在政法系统工作。”
“开弓没有回头箭。”张旭民回答，他告诉《中国新闻周刊》，“我在潜意识里，没有觉得这是自己的事，还以为自己是在办案。”
“这哪里是抹黑，明明是洗脸”
多次调查结论仍是复核结果与公示一致。张旭民开始给中纪委、中组部邮寄举报材料。挂号信的回执单装了满满一信封，至今无一回复。一些如今已是地方检察院领导的老同事不约而同地劝他，该拿的荣誉都拿了，该歇歇了。
张旭民却开始给老同事“普法”，何为程序正义。他说，好比买东西排队，人人都能得到公平，若容忍一个人插队，秩序就被打乱了。
“如果打乱了还没人制止、纠正或者较真，公共秩序只会越来越差。”如今，诸多违法的公共事件引发争议，在张旭民看来，做到程序正义才是杜绝错案冤案的关键。
2012年12月，张旭民第一次在网上发帖举报。半年之后，他进京上访，向中纪委举报中心、中组部信访办递交了举报材料。媒体开始关注，单位劝告他不要给省检察院抹黑，“公开解决问题不好吗？”张旭民说，“这哪里给单位抹黑，明明是在洗脸。”
时间到了2013年，事件仍无结果。省检察院宣传处一位负责人接受《中国新闻周刊》采访时表示，省纪检委、省政法委和省组织部都曾参与调查，投票完毕确实按要求完全密封，不过开口也是自然现象，“我们几百人投票，如果篡改的话，那要多大的工作量。”
“他太要强，有个性，不能正视问题，走不出心理困境，其实对于个人升迁要正确看待，不要跟组织过不去，这样不太合适。”这位负责人说。
可张旭民不这样看，他说即便成功竞争上岗，如果领导明确希望他把位置留给年轻人，他也会爽快应允，“我要的是一个公平、公开、公正的过程。”
2013年8月，张旭明提出提前退休，并递交了辞去山西省人民检察院检察员法律职务的报告。一个月后，辞职被批准。最近，他向再次来到山西的中央巡视组寄送了举报材料。他说，这将是自己最后一次举报。
如今，他与堂弟合伙在老家盖了上千平米的羊圈，包了200亩荒山，计划搞农业开发，自己育苗，植树造林。“没想到，16岁学的技术又用上了”。 记者/刘子倩
