《国家中长期教育改革和发展规划纲要(2010-2020)》指出：“教育公平是社会公平的重要基础。教育公平的关键是机会公平，基本要求是保障公民依法享有受教育的权利，重点是促进义务教育均衡发展和扶持困难群体，根本措施是合理配置教育资源，向农村地区、边远贫困地区和民族地区倾斜，加快缩小教育差距”。
《中共中央关于全面深化改革若干重大问题的决定》中也再次强调要大力促进教育公平。
事实上，中国重点大学的农村学生比例自1990年代起不断滑落。

为进一步扩大高水平大学自主选拔政策在农村地区、边远贫困地区和民族地区的覆盖面，为长期学习和生活在这些地区且自强不息、德才兼备、品学兼优、勤奋上进的高中毕业生提供更多享受优质高等教育的机会，清华大学、上海交通大学等“六校”决定于2014年共同实施自主选拔“自强计划”。
“自强计划”的招生对象是主要面向832个国家级扶贫开发工作重点县及集中连片特殊困难县的中学，以及全国所有的乡镇农村中学招生。考生本人应长期学习、生活在农村地区、边远贫困地区或民族地区，自强不息、德才兼备。农村户籍的考生优先。
本计划采用中学推荐的方式报名，每个符合推荐条件的中学至多可推荐3名学生。
清华大学昨天表示，入选清华“自强计划”的学生，将享受高考总分最高降60分录取的优惠政策。
