通知指出，元旦、春节将至，遵照中央指示，要继续落实好八项规定精神、坚决反对“四风”。节日期间，公款赠送节礼现象普遍，不正之风易发多发，广大群众反映强烈。因此要求各级党政机关、人民团体、国有企事业单位和金融机构，严禁用公款购买赠送烟花爆竹、烟酒、花卉、食品等年货节礼(慰问困难群众职工不在此限)。要严肃财经纪律，强化审计监督，相关费用不准转嫁摊派，一律不予公款报销。
通知要求，各级纪检监察机关要强化执纪监督，对违纪行为快查快办，严格责任追究，及时通报曝光。广大党员干部要带头勤俭节约、移风易俗，以优良党风政风带动民风社风，过一个平安欢乐祥和的佳节。
今年中秋国庆前，中央纪委和中央党的群众路线教育实践活动领导小组印发了《关于落实中央八项规定精神坚决刹住中秋国庆期间公款送礼等不正之风的通知》，严禁公款送月饼送节礼、公款吃喝、公款旅游和滥发津贴补贴等不正之风，收到了良好效果。

看到中央这个决定，某省基层干部刘虎暗自松了口气。
刘虎以前负责当地的开放外联工作。每到年前一个月他就开始为送礼的事发愁。为了能够在“上头”发展的大盘子里分得更多的项目和资金，村里开始往镇里、县里跑；镇里往县里、市里跑；县里往市里、省里跑……刘虎面子薄，也不善于察言观色，因此每年这个年底突击送礼的“坎儿”就很难过。

刘虎说，随着社会的变化，现在基本已经没人送东西了。要么直接送钱，要么送轻便的代金券。
“治理腐败必须自上而下才能有效果。”刘虎说，“你请人家，人家不吃不是白请吗？你送礼，人家不要，不是白送吗？”
中央关于节庆送礼之风的治理，让刘虎拍手称快：“如果所有的事情都能够公平公正地进行，按照法律和事实秉公办理，谁愿意去用自己的热脸贴人家的冷屁股？”
