8800元上一天课、6800元听两天讲座。近日，市场上出现了一批“解读十八届三中全会会议精神”的“高级研修班”，它们大多以“权威专家解读会议精神”、“精确把握政策走向”为宣传重点，面向政府部门、企事业单位、金融机构招揽学员。这些“高级研修班”主要依托名校平台，邀请的专家以政府官员和各领域学者为主，授课内容则为讲座形式。不过，部分班的报名费极其高昂，短短几天课程培训费用要数千元，最高的一天课程要价8800元，“培训”完毕连张证书都没有。
“高级研修班”究竟能学到什么？又有哪些人报名？为何会有市场？
谁在办？
名校搭台，遍地开花？
十八届三中全会刚落幕，“解读会议精神”的“高级研修班”就应运而生。目前市场上以解读会议精神为卖点的“研修班”遍地开花，其中不乏名校、名机构举办的研修班。培训时间，短则一天，多则一周，主要集中在11月下旬到12月上旬。
光是北京、上海、浙江三地，近期就有四个相关的“高级研修班”，基本都是“名校搭台，专家唱戏”，主办方包括北京大学、上海交通大学、浙江大学的相关学院。其中，北京大学继续教育学院举办的《深入学习贯彻党的十八届三中全会精神专题高级研修班》已经进入第二期的报名阶段，该研修班下设12门课程，邀请了12位专家授课，开班日期为12月7日-12月13日。报到1天，学习6天，学费是每人3200元。
浙江大学传媒与国际文化学院继续教育中心则将在玉泉校区邵科馆，举办《十八届三中全会政策解读与形势分析高端论坛》，时间为11月28日-29日，门票售价6800元/人，邀请3名专家主讲。
上海交通大学海外教育学院则于11月16日下午，以“十八届三中全会新政与宏观经济发展趋势解析”为主题举办了一场高端讲座，主讲人是中国社会科学院金融研究中心副主任、中国社会科学院金融研究所所长王国刚。这对海外教育学院校友免费开放，但是对有意参加的非校友来说，需要为这两个半小时的高端讲座缴纳500元的“听讲费”。
中国金融四十人论坛(简称CF40)也主办了一个“解读十八届三中全会决议”高级研修班，该课程对于该论坛成员CF40以及SFI(上海新金融研究院)金融理事单位的中高级管理人员免费，但提供对外参与名额。研修班定于12月1日开讲，从上午9时开始进行，为期1天，以全会决议整体解读、财税改革的步骤与影响、土地改革与城镇化建设、金融改革的重点与路径为主题，邀请4位专家进行解读。除了中国社科院的专家，还包括两位国务院发展研究中心的权威人士。然而，要取得一个“研修”名额，收费却很高昂，一天收费高达8800元/人。
讲什么？
专家讲座为主，有些课程尚未排出
如此的“高级研修班”，授课老师来自何方？主要教授什么内容？
记者注意到，各个研修班的宣传卖点，除了紧扣“全会政策解读”的热点外，更重要的是邀请专家的“份量”比拼，邀请的专家也以政府官员以及各领域学者为主。
比如，北大继续教育学院邀请的专家包括著名政治学家辛向阳、著名经济学家曹和平、著名法学家王太元、著名社会学家苏海南等12人，每一位专家都会在自己的领域内进行一次专题讲座。
浙大继续教育中心邀请的专家分别是中国城乡建设经济研究所所长、建设部政策研究中心主任陈淮，国家发改委宏观经济研究院副院长、中国经济50人论坛专家成员陈东琪，以及国家行政学院决策咨询部研究员王小广。CF40则邀请了中国社科院经济所所长裴长洪、国家税务总局原副局长许善达、国务院发展研究中心农村经济研究部副部长刘守英，以及国务院发展研究中心金融所所长张承惠。
记者致电各研修班询问授课内容，对方表示，基本以专家讲座的形式授课，每位专家的讲课时间在2小时左右。有些讲座还会安排学员互动提问。
浙大继续教育中心的研修班目前课程表还没排出来，只透露，学习两天，内容是三个专家讲课。至于讲什么题目、时间如何安排，则语焉不详。
怎么报名？
出钱就可以，对外不设限
“高级研修班”对学员报名是否有身份限制？记者了解到，尽管在“招生广告”中限定了面向人群，但实际上只要出钱，就可以进班“研修”。
北大继续教育学院“高级研修班”的招生简章中，注明培训对象为：党政机关干部、组织部门干部、理论宣传部门干部；政府职能部门厅、局、委、办领导干部；地方党校、行政学院骨干教员及省市社科院研究人员；党委研究室和政府政策研究人员；国有大中型企业党委组织、宣传部门干部等。不过，记者以普通公民身份咨询时，对方表示报名并不设限。记者又询问第一期培训班报名学员主要是哪些人时，对方表示不能透露，要对学员身份保密。同时表示，第一期报名情况良好，“有很多人”。
CF40开设的研修班，声称主要对该论坛成员CF40以及SFI金融理事单位的中高级管理人员免费开放，同时“对外开放少量付费名额，额满即止”。
报名负责人吴女士表示，其实免费参加的只是一小部分，大多数名额是付费的，报名参加的学员大部分都是金融机构的管理人士。在记者多次追问下，她透露了截至目前的报名人数在50-60人左右。
至于浙大继续教育中心举办的高端论坛，虽然负责报名的祝先生称论坛参与人数将被控制在100人左右，但是对于报名者却没有提出资质方面的要求。只要及时将学费打到指定账户，就能完成报名。为让记者尽早下定决心报名，祝先生还提出了只要报名，还可以以个人名义免费赠送2014年1月举办的、为期两天的浙商总裁课程，并要记者留下联系方式。
是否有毕业证书？
大多不发，有所谓内部“料”
数千元的学费，几个讲座，研修班毕业之后学员可能连一份证书都没有。对于高额的培训费，主办方表示“不算贵”。
CF40举办的高级研修班，报名费为8800元。当记者询问8800元的学费是如何计算的，负责人吴女士解释说，收费包括了学费、教材费、场地费、酒店午餐等，但是具体如何计算她也说不清，只强调了“大部分都是学费”，主办方会为学员提供其他权威人士解读“十八届三中全会决定”的内部资料。一天的“培训”结束之后，并不会给学员颁发证书。
吴女士说，“内部资料”指的是中国金融四十人论坛的权威人士对“决定”的解读，本身并不公开发布，只在研修班上提供给参与的学员。
浙大继续教育中心的收费也不低，两天6800元。负责人祝先生说，6800元仅包括两天的学费和午餐费。对于收费是否偏贵的提问，祝先生认为，该论坛毕竟是学校主办，收费已经相对便宜，“其他3天2夜的论坛，收费要两三万。”这个培训结束之后，学员也不会有相关证书。
唯一颁发证书的，是北大继续教育学院的“高级研修班”。其负责人表示，上课时间为6天，班级会配备专职班主任与后勤保障人员，还会建立班委，对学员的出勤进行考核。另外，参加全部课程学习并考核合格者，会颁发北京大学统一编号的高端培训结业证书，加盖北京大学钢印和北京大学继续教育学院公章，证书编号可在北京大学继续教育部网上查询。
是否公款消费？
根据个人要求开具发票抬头
那么，如此天价的培训费，主要是面向政府官员、企事业单位的高管人员，是否存在公款消费的情况？
记者从各个培训班了解到，报名基本采取先付款、再确认的形式。只要把培训费打到指定的账户，填好报名者的身份信息，就能很方便完成报名。培训费基本上都可以开具发票，发票明细可注明是“培训费”。不过，对于开具发票的单位和个人身份，各培训班都选择了保密。
部分培训班对发票是公是私存在限制。一负责人回应称，如果是个人汇款，可以根据个人要求开具发票抬头，如果是单位汇款，只能开具对公发票。该负责人让记者放心，称发票是由学校出具的正规发票。
一名业内人士分析，一方面一些专家学者热衷于走穴讲课，一堂讲课费动辄数万元，所以经常到处赶场。另一方面一些官员、企业老总也有这方面需求。上个研修班不仅可以镀金，还能结识到一些高端人士，扩大自己的交际圈，因此尽管价格高昂，此类“研修班”仍然有很大市场。
