诚是指坚持以诚待人、以信取人的相处之道。中华民族向来讲情重义，诚信待人。我们与周边国家关系中的许多感人事迹和动人佳话就是我们用真诚换来的。对与周边国家存在的一些争端，我们也是本着诚心诚意的态度，与有关国家平等协商，争取妥善处理。
惠是指履行惠及周边、互利共赢的合作理念。10年前，中国作为域外大国，率先与东盟启动双边自贸区商谈，建成了世界上最大的发展中国家自贸区，而且在不少条款上照顾了东盟国家的关切。不久前，我国领导人又向东盟提出中国—东盟命运共同体理念和“2+7合作框架”，包括打造中国—东盟自贸区升级版，再次向东盟国家展示了施惠的诚意。
容是指展示开放包容、求同存异的大国胸怀。中国一向支持东盟在地区合作中发挥主导作用，欢迎域外国家参与到东亚地区的合作机制中来并发挥建设性作用，推动10+1、10+3、东亚峰会等各机制相互补充和促进。我们积极回应各国对亚太地区安全问题的关切，推进地区防务安全领域的交流，谋求与周边国家的共同安全与合作安全。我们搞大国外交，就要培养我们的大国心态、树立我们的大国情怀、体现我们的大国气度，特别是对待中小国家和邻国更应如此。
同时，我们要坚决维护周边地区的和平稳定。在朝鲜半岛问题上，我们要坚持推进半岛无核化进程，坚持通过对话解决问题，坚持维护半岛和平与稳定。中方决不允许在我们自己家门口生乱生事，决不接受中国的发展进程再度受到干扰和打断。
中日关系的稳定发展符合两国人民的根本利益。当前中日关系的困难局面是日方引发和造成的，不是我们希望看到的。日方应正视现实，谨言慎行，不要再做有损中国主权权益的事情。日本军国主义当年发动的侵略战争给亚洲国家带来了深重灾难。只有以史为鉴，才能开辟未来，只有坚持和平走向，才能得到邻国信任。日本方面应该懂得这一基本的道理，应该尊重人类良知和公理的底线。
问：如何夯实我国外交工作的牢固基础？
答：重在深化与广大发展中国家的团结合作。在国际交往尤其是与发展中国家打交道时，如何处理义和利的关系，是观察中国和平发展道路的一个重要视角。习近平总书记总结我国历史经验和新中国外交传统，明确提出要坚持正确义利观，强调我们要促进发展中国家共同发展，对贫穷的国家给予力所能及的帮助，有时甚至要重义轻利、舍利取义，绝不能惟利是图、斤斤计较。
广大发展中国家是我国走和平发展道路的同路人。我们要积极践行正确义利观，增加对发展中国家特别是最不发达国家的援助，深入挖掘与发展中国家开展互利合作的新机遇，探索合作的新方式，切实帮助他们实现自主发展和可持续发展。
问：怎样提供我国和平发展的公共产品？
答：重在国际事务中发挥负责任大国作用。随着国力不断增强，中国将在力所能及范围内承担更多国际责任和义务，为人类和平与发展作出更大贡献。中国是世界和平事业的坚定维护者。我们坚决维护联合国宪章宗旨和原则，反对外部势力无理干涉别国尤其是中小国家的内政。中国是国际发展事业的大力推动者，我们积极致力于联合国千年发展目标，认真应对气候变化等全球性问题，发出中国声音，提出中国方案，贡献中国智慧。一个和平发展、更为强大的中国必将为人类的和平与进步事业承担更多的责任，提供更多的公共产品。
问：怎样构筑我国和平发展的坚实保障？
答：和平发展不可能一帆风顺，还会遇到很多风险和挑战，需要不断排除和化解各种干扰与阻力。要把和平发展道路走通，走到底，必须建设强大的国防。国防实力的增强，不仅能切实维护好我国的核心利益，使我们集中精力于和平发展，也将对任何破坏中国和平发展进程的挑衅形成有力威慑，达到“以武止戈”、避免战争的目的。中国坚持奉行防御性的国防政策，中国越发展壮大，包括进一步加强国防建设，越是和平力量的增长，越有利于世界和平。
中国的发展不会以牺牲别国利益为代价，同样，我们也不允许我国的正当权益受到侵犯。如果有人误以为我国走和平发展道路是怕惹事，肆意向我们挑衅，结果必将是搬起石头砸自己的脚。我们在坚持自身和平发展的同时，也要倡导其他国家都走和平发展道路，使和平发展成为各国共同的政策取向。
问：如何强化我国和平发展的民意支撑？
答：我国和平发展事业有赖于广大人民群众的支持。中国外交只有植根人民，造福人民，才能得到人民的信任与支持，获得前进的动力。长期以来，我们通过和平发展壮大了自己，越来越有能力去维护好海外公民的合法权益。我们要贯彻以人为本的执政理念，打造海外民生工程，不断改善和提高服务质量和水平。我们还要尽可能和更多国家签订相互简化签证直至互免签证的协议，使手持中国护照的中国公民到海外旅行更快捷舒适，让更多外国民众更方便感知中国，了解中国，这样就能不断扩大支持我国和平发展的民意基础。
