如果说此前北京市交管局召开过群众座谈会，说起过这个事情，那应该算是一种征求意见的方式。但不是说过就算是有效公开了，毕竟公开要达到知晓度。从法律上讲，足够利害相关者应该对此充分知晓。
王锡锌表示，执法部门应该按照特定程序公开，至少要在交管局的网站上，或者交通台、媒体等渠道公开才能达到一个效果。
