  青藏铁路格尔木站事故刚刚过去将近一个月,沈阳铁路局又发生安全事故。11月22日中午11点半左右,哈尔滨开往北京D28次动车组上的几位乘客,在微博上发布消息称,该车出了沈阳站不久之后,就停住不动了。这些乘客纷纷抱怨动车又晚点了。


  “晚点”或“违规操作”?


  铁路系统通报中简单描述了此次事故的概况:2013年11月22日11时10分44秒,D28列车行至京哈线上行线台安至盘锦北间552km305m处,撞上山海关工务段盘锦北线路车间一工区5名横过线路的工作人员,造成4死1伤。


  铁路职工为何会在动车通过时横穿线路?


  一位接近管理部门的人士介绍,比照工人施工时间和列车通过时间,原因初步判断是D28次列车晚点。


  事故通报称,5名铁路职工当时计划作业时间是10时59分到12时42分之间,这一时段在铁路业内称为“开天窗”时间,该时段内没有高速列车通过,站上的工作人员可以进入线路内进行检修、维护等作业。


  通报称:此次作业的区间为:台安至盘锦北602km700m至550km500m;作业的主要工作是:改道、垫板、捣固、线路人工检查、整理外观、清理垃圾;作业影响范围:封锁台安至盘锦北区间上行线。


  通报中介绍:10时55分班长刘建军带领4名职工在552km400m处进入封闭网,11时07分D28通过后,刘组工作人员在下行线北侧顺线路行走100m后,横越下行线和上行线后被晚点通过的D28次列车撞上。


  沈阳局一位职工介绍,D28车按正常的运行时间,应该在10时59分前通过盘锦北,然而实际情况是列车晚点了。另一方面,刘组人员在计划作业时间之前进入了封闭网,确实有违规操作之嫌,但事故发生时间已经在计划作业的天窗时间之内了。


  该职工称,此外,该事故发生还有几个管理和调度上的失误嫌疑:其一是D28晚点的消息为何没有及时向盘锦北站台发出,管理者为何没有根据晚点情况及时改变计划作业时间?其二是D28车快到之时,站台上的调度人员应该能及时捕捉到相关信息,为何没有及时向刘组作业人员及时通报?


  一位铁路系统官员向21世纪经济报道记者表示,目前还未听说沈阳铁路局的领导,因为此次事故而遭到免职或撤职处理的消息。


  该区域铁路事故频发


  据沈阳铁路局知情人士介绍,因事致死者包括一名刚上岗不久的高职毕业生,两名参加工作不久的大学生,还有一名28岁的现场防护员。作业班长刘建军则在事故中受伤,目前无生命危险。


  据不完全统计,今年以来铁路系统已经发生多起事故。


  据人民网报道, D28次列车在今年2月17日,由哈尔滨开至北京途中,在北戴河出现故障。微博网友反映,旅客被迫下车等待1小时16分。彼时据相关铁路局介绍,调度通知D28已继续开启。当时延误原因,铁路局并未回应。


  在沈阳局内,11·22事故之前一月,也发生过一次惊险的脱轨事件:2013年10月17日13时29分,沈阳局沈山线锦州站8道通过的检930次货物列车,在617号道岔处机后1位和3至8位脱轨,约10分钟后,上述车辆被2道通过的检928次货物列车相撞,造成检928次机后1至7位脱轨,检930次机车及机后2位脱轨,中断沈山线上行行车。


  上述沈阳局职工称,实际上铁路内部发生的事故频率比外界知道的要高很多,只不过一些事故没有造成人员死亡,或者伤亡的只是铁路职工,加以铁路系统相对比较封闭,一些消息未传播到外界。


  问责的震慑与合理


  近年来,铁路系统对各类事故责任人的处理颇为严厉。自盛光祖于2011年2月接替刘志军以来,已有3起重大事故导致三个铁路局的一把手“丢官罢职”。


  2011年7月23日,甬台温发生特大铁路安全事故,时任上海铁路局局长龙京、党委书记李嘉、分管工务电务的副局长何胜利被免职。


  2011年10月13日,北京铁路局局长黄桂章因1164次列车脱轨事故被调任他职。最近的一次则是青藏铁路公司总经理和书记因为格尔木站撞车事故而被免职。


  不过,铁路系统内部的免职似乎并没有起到足够震慑作用,原因是免职官员随后复出的几率颇高。


  例如,在4·28事故中被免职的陈功和柴铁民最终在2012年5月份双双复出,分别担任青荣(青岛-荣成)城际铁路董事长、中铁特货党委副书记。


  而前北京铁路局局长黄桂章在脱轨事故之后也被调到京沪高铁公司担任副总经理一职,级别不变。


  而就在不到1个月之前,青藏铁路格尔木站发生列车相撞事故,此事故导致1名旅客遇难,52人被送往医院接受治疗。事故发生之后,青藏铁路公司总经理包楚雄和党委书记王新文迅即被免职。


  上述官员称,青藏铁路事故和哈大线事故两者都由非常低级的失误造成,事故原因完全是“人祸”,但青藏线上伤亡人员是广大旅客,造成的影响大而且恶劣,而哈大事故伤亡为铁路内部职工,虽然在铁路内部也会引起震动,但处理起来可能不会像青藏线事故那么严厉。不过,该官员也表示,如何进一步处理相关人员的责任,还有待铁路总公司的决定。


  上述铁路系统官员称,事故发生后,对相关官员进行问责无可厚非,可以起到警示作用。但是有时候处理往往是第一时间将一把手就地免职,这样的处理方法是否“人性化”有待商榷。“实际上,新接任的领导对事故和管内情况不太熟悉,会影响事故的处理进度。所以我觉得应该在事故处理完毕、调查清楚之后,对相关领导的责任做一个更加明确的界定,然后再进行处理,才比较科学。”这位官员表示。
