新华网北京11月25日电 中共中央、国务院近日印发《党政机关厉行节约反对浪费条例》(以下简称《条例》)，并发出通知，要求各地区各部门认真贯彻执行。
《条例》共分12章、65条，对党政机关经费管理、国内差旅、因公临时出国(境)、公务接待、公务用车、会议活动、办公用房、资源节约作出全面规范，是党政机关做好节约工作、防止浪费行为的总依据和总遵循，是党的群众路线教育实践活动建章立制的重要成果，是落实党的十八届三中全会精神的重大举措，对从源头上狠刹奢侈浪费之风具有重要意义。
《条例》强调，党政机关要坚持从严从简，降低公务活动成本；坚持依法依规，严格按程序办事；坚持总量控制，严格控制经费支出总额；坚持实事求是，从实际出发安排公务活动；坚持公开透明，除涉及国家秘密事项外，公务活动中的资金、资产、资源使用等情况应予公开并接受监督；坚持深化改革，通过改革创新破解体制机制障碍，建立健全厉行节约反对浪费工作长效机制。
《条例》指出，党政机关应当遵循先有预算、后有支出原则，严格执行预算，严禁超预算或者无预算安排支出，建立预算执行全过程动态监控机制。要综合考虑经济发展水平、有关货物和服务的市场价格水平，制定分地区的公务活动经费开支范围和开支标准，建立开支标准调整机制。
《条例》强调，要建立健全公务接待集中管理制度、接待单位审批控制制度、公务接待清单制度、接待费支出总额控制制度，强化公务接待管理。要建立接待资源共享机制，积极推进国内公务接待服务社会化改革。
《条例》指出，坚持社会化、市场化方向改革公务用车制度，改革公务用车实物配给方式，取消一般公务用车，保留必要的执法执勤、机要通信、应急和特种专业技术用车及按规定配备的其他车辆，普通公务出行实行社会化提供，适度发放公务交通补贴。
《条例》指出，要严格控制出国团组数量和规模，不得安排照顾性、无实质内容的一般性出访，不得安排考察性出访，加强出国培训总体规划和监督管理。要精简会议，从严控制会议数量、会期和参会人员规模，严格执行会议费开支范围和标准。
《条例》强调，党政机关办公用房建设应当从严控制，凡是违反规定的拟建办公用房项目，必须坚决终止；凡是未按照规定程序履行审批手续、擅自开工建设的办公用房项目，必须停建并予以没收；凡是超规模、超标准、超投资概算建设的办公用房项目，应当根据具体情况限期腾退超标准面积或者全部没收、拍卖。
《条例》强调，各级党委和政府要建立厉行节约反对浪费监督检查机制，积极开展民主生活会监督、办公厅(室)督查监督、纪检监察监督、巡视监督、财政监督、审计监督、人大监督、政协监督、舆论监督、群众监督。要建立党政机关厉行节约反对浪费工作责任追究制度，对违反规定造成浪费的，依纪依法追究相关人员的责任，对负有领导责任的主要负责人或者有关领导干部实行问责。
中央要求，各地区各部门要结合开展党的群众路线教育实践活动，抓好《条例》的学习宣传贯彻，使各级党组织和广大党员、干部深刻领会《条例》精神，坚决执行《条例》提出的各项要求。要认真贯彻党的十八届三中全会精神，坚持深化改革、标本兼治，着力推进财政预算、差旅费管理、公务接待、公务用车、公务活动公开等方面改革。要加强督促检查，加大惩戒问责力度，对铺张浪费行为要发现一起、查处一起，坚决维护制度的刚性约束力，坚决杜绝“破窗效应”。
