本报济南11月25日讯 (记者 马云云 高扩 孟祥龙) 25日，记者在省十二届人大常委会第五次会议上获悉，关于《山东省财政监督条例》(以下简称《条例》)贯彻实施情况的调研报告出炉，报告显示，自《条例》颁布五年来，全省财政监督共查出各类违规违纪问题金额过千亿元。
今年适值《条例》颁布5周年之际，省人大常委会预算工作委员会就《条例》贯彻落实情况进行了调研。据统计，全省共组织检查35127个部门、单位，查出各类违规违纪问题金额1044.28亿元，落实纠正827.52亿元，提出加强和改进管理的意见、建议8500余条(次)。
据了解，自《条例》颁布以来，各级政府及其财政部门把贯彻落实《条例》作为一项重要工作，不断完善监督机制，着力强化监督职能，全省财政监督工作逐步走上了法制化、规范化的道路。但是调研中也发现了《条例》在执行中存在一些困难和问题。其中财政监督方式方法滞后的问题较为突出：一些地方的监督工作主要以完成上级部署的检查任务为主，结合自身实际开展工作较少；有的地方仍旧是以事后专项检查为主要工作方式，事前、事中等日常监管职能履行不到位；大部分地方财政监督工作的信息化水平还不高，大部分地方还是使用传统的手工查账方式，在被查单位普遍实行会计电算化的情况下，这种传统的检查手段已不能适应当前形势发展的需要。
另外，重复检查现象还不同程度存在，甚至出现检查组之间争账本、争文件档案的现象。也存在个别基层和单位对《条例》的贯彻落实工作不够重视，自身财政监督意识薄弱，重管理、轻监督的问题。
针对《条例》贯彻落实中存在的问题，省人大常委会预算工作委员会也提出了几点建议，包括进一步改进财政监督方式方法、建立健全部门间协调配合工作机制、进一步加强财政监督队伍建设等。
