军费浪费情况仍存在
任天佑表示，现在重复建设、资源浪费的现象依然存在，有的地方还相当突出。我国军费管理总体上讲，也是处于从传统体制向现代体制转型过渡的阶段，军费资源的统筹难度大，军费的预算方法还有待改进。
“首先应根据战略需要确定优先次序，哪个项目今年搞、哪个项目明年搞，按规划进行军费资源的配置。”任天佑认为，这样就能大大加大军费资源的统筹力度，也能够更好地提升军费使用效益。
