关于“单独两孩”，官方的解释为，一方是独生子女的夫妻可以生育两个孩子。市人口计生委表示，适用该政策需要同时具备三个条件：1.夫妻一方为独生子女；2.夫妻双方只有一个子女；3.夫妻一方或双方户籍在本市。
关于何为独生子女，市人口计生委再次强调：“一般来讲，在申请再生育时，独生子女是指本人没有同父同母、同父异母或同母异父的兄弟姐妹的人。”
什么时候可以生？

市人口计生委回应，正在积极做好调整完善“单独两孩”生育政策的相关工作，待按规定程序完成审批后立即实施，符合条件的家庭就可以按程序申请再生育了。具体生育程序可以在网上查阅《重庆市再生育服务证管理办法》或向各级人口计生部门咨询。
市人口计生委称，对自觉实行计划生育的继续给予奖励扶持；符合“单独两孩”生育政策，但是在政策正式实施前生育第二个孩子的，仍属违法生育，仍需缴纳社会抚养费，仍要按相关规定追究责任。因此，大家要理性选择怀孕时间。
上学就业是否打挤？
扎堆生育后有一定压力
市人口计生委介绍，我市目前每年出生人口为30万左右。根据测算，我市实施“单独两孩”生育政策后10年间，平均每年将增加出生人口4.5万人左右。考虑到政策实施后的前几年可能出现生育相对集中的情况，每年增加的出生人口会达到7万左右。
孩子多了，读书会不会打挤？看病会不会更难？找工作是不是更难？
市人口计生委表示，如果出现严重的抢生、扎堆现象，会形成一个小生育高峰，这就对就医、上学以及未来就业带来一定的压力，还会导致资源浪费。因此，该委倡导年龄较大的优先生育，较年轻的理性选择生育时间，合理间隔。
不过，从长远看，“单独两孩”政策不会对社会造成大的压力。按照测算，我市到时平均每年出生的人口在35万左右，低于2000年前后39万的水平，人口自然增长率仍在规划范围内，同时我市医疗、教育等各方面的条件已经有了较大改善。并且，实施“单独两孩”政策对我市的经济社会发展有利。
