启用公务自行车系统推动公务人员出门办事的交通工具从四轮的公车变成两轮的公车，既低碳环保有利于节约行政成本，也有利于拉近干部与群众之间的距离，推动转变干部的工作作风，密切党群干群关系，可以说这是厦门市海沧区提出这一倡议的主要目的。
今年9月1号，针对普通市民和游客的厦门市海沧区公共自行车系统一期投入使用，当时目的是为了倡导这种低碳、生态、休闲的出行方式，破解出行最后一公里的难题，根据规划整个厦门海沧区的公共自行车系统将网络化覆盖海沧区各个主要的交通节点、单位、公园、社区还有商业网点等，这次起用的公务自行车系统是公共自行车系统的一个子系统，它主要依托了公共自行车系统一期的车辆、车道、站点、停车锁柱和车棚样式等等来规划建设了10个站点，覆盖到海沧区行政中心还有部分行政事业单位，以及区属的国有企业等。目前已经完成了公务站点建设总共是5个，到位的自行车有120辆。
由于海沧区的公共自行车系统都设有专门的自行车道，沿途也会经过像海沧湖等等一些景点，风景独好，加上3公里内的距离骑自行车外出办公的倡议也比较合理，既低碳环保锻炼身体又不耽误处理公务，因此受到很多公务人员的欢迎。3公里测算大概是15分钟就能够到站，所以3公里内骑自行车还是比较合适的。
