美国前总统怎么成了一家中国煤矿的总经理并亲笔在企业股票上签字呢？沈阳金融博物馆研究室副主任刘磊介绍，开平矿务有限公司的前身是清政府创办的开平矿务局，成立于光绪四年(公元1878年)，是中国近代最早进行机器采掘的大型煤矿。
光绪二年(1876年)，北洋通商事务大臣李鸿章委派上海轮船招商局总办唐廷枢筹办开平矿务局，拟定官督商办章程，开始“招商集股”。两年后，在直隶(今河北)唐山开平镇正式宣布成立。至十九世纪末，该局已成为年产原煤70余万吨、总资产达白银600万两的大型新式采煤企业。
而此时，在大洋彼岸的胡佛还是一个刚刚从斯坦福大学毕业的毛头小子，每天在加利福尼亚的矿坑中辛苦工作10小时，却只能挣到可怜的2美元日薪。

最初，英国人以“饲养信鸽为义和团传递情报”为由，将开平矿务局督办张翼抓了起来。正当这位张大人被吓得半死的时候，他的德国顾问德璀琳前来探监，并使其当日即获释放。但是德璀琳向张翼提出要以保矿为名成为开平矿务局总办，胆小怕事的张翼在未奏请朝廷的情况下，擅自答应了德璀琳的无理要求。

但是，德璀琳毕竟只是一个被中国政府聘请来华的顾问，他手握总办大印却无法以此获得利益。这个时候，矿业内行胡佛出场了。胡佛经过广泛收集资料和考察，在《开平煤矿报告》中胡佛做出这样的结论：“这项产业肯定值得投资100万英镑，这个企业绝不是一种投机事业，而是一个会产生高盈利的实业企业。”
于是，胡佛与德璀琳共同炮制了《出卖开平矿务局合约》，1900年7月30日，德璀琳以开平矿务局代理总办的身份，将开平矿物局“卖给”代表墨林公司的胡佛。然后，胡佛和德璀琳两人又采取恐吓加欺骗的手段胁迫张翼在合约上签字，1901年2月，胡佛凭借这个“大功”被墨林公司任命为英商开平矿务有限公司总经理。这张股票，就是胡佛于这个时间段签发的。
清政府知道这件事后，于1904年底派人赴伦敦劳伦斯法庭打了一场国际官司。官司表面上是清政府胜诉了，但判决书只是“无法强制执行”的一纸空文，清政府根本无法收回开平煤矿。
但是胡佛并没有长期在开平矿务有限公司任职，1901年，比利时商人成为开平矿务有限公司的大股东，胡佛便辞去了总经理一职，于次年带着妻子离开了中国。胡佛在中国的“打工”经历，使他成为美国人里面第一个在中国发财的百万富翁，并利用这些资产在返回美国后继续发展，继而转战政坛。在1929年当选为美国第31任总统。
