国土部统计“三类异动城市” 预警2014年地王

21世纪经济报道记者独家获悉，国土部正在统计“三类异动城市”，2013年度地王地块信息，并要求预判2014年一季度的地王信息，并提出严防“高价地”的解决措施。
所谓的“三类异动城市”，国土部土地利用管理司司长廖永林曾表示，在国家统计局发布房价指数的全国70个大中城市中：凡属新建商品住宅和二手住宅交易价格指数同比上涨或环比连续3个月上涨的城市；住宅或商服用地供应量偏离过去5年平均值、地价同比或环比上涨的城市；以及近3个月以来出现住宅或商服用地较高异常地价的城市。
北京属于“三类异动城市”之一，据21世纪经济报道记者了解，住宅地块中，恒大以51.35亿元配建11.2万平方米自住型商品房或将被录入总价地王；融创以7.3万元/平米无疑创下历史甚至全国单价地王，或也将被重点收录。
一位接近国土部的人士透露，登记在案已成交的地王地块，将被重点监测，确保其合同履约及开竣工状况等。

虽然地王禁令的效果并不十分明显，但国土部仍然通过喊话、发布文件等多种措施严防“高价地”。
11月25日，福建省国土厅的一位人士在接受21世纪经济报道记者采访时透露，部里已经要求福建省汇总2013年度住宅和商服用地出让中历史总价和单价较高的已成交地块清单。
根据要求，上述福建省国土厅的人士介绍，“地王”清单并不面向全省，而只是面向被部里面列为“三类异动”的城市，其中，福建省厦门市、福州市、泉州市均有上榜。
与此同时，上述人士介绍，国土部还要求各地在准备2014年的供地计划时，把供地情况录入到省土地市场动态监测与监管系统，与部的系统实现联动。
除了汇总“地王”清单之外，上述福建省国土厅人士表示，上述三市还需要列一个研判2014年可能创总价新高或单价新高的地块清单。
“针对研判可能创下地王的地块，”上述福建省国土厅人士介绍，需要采取相关的工作措施进行预防，比如竞地价、配建保障房等多种灵活的土地出让方式。
在其看来，这也是国土部严防“地王”，加大土地调控的重要手段。
北京单价地王价格上涨一倍
作为“三类异动城市”之一，北京亦被要求统计2013年度的单价、总价地王。
住宅地块中，恒大2013年夺得的总价地王或被列入，另一块，当之无愧将被融创7.3万元|平方米创下的单价地王收入囊中。
值得一提的是，和以往相比，北京的单价地王创历史新高，并且相比此前的价格上涨1倍多。
