  国土部统计“三类异动城市” 预警2014年地王

  21世纪经济报道记者独家获悉,国土部正在统计“三类异动城市”,2013年度地王地块信息,并要求预判2014年一季度的地王信息,并提出严防“高价地”的解决措施。


  所谓的“三类异动城市”,国土部土地利用管理司司长廖永林曾表示,在国家统计局发布房价指数的全国70个大中城市中:凡属新建商品住宅和二手住宅交易价格指数同比上涨或环比连续3个月上涨的城市;住宅或商服用地供应量偏离过去5年平均值、地价同比或环比上涨的城市;以及近3个月以来出现住宅或商服用地较高异常地价的城市。


  北京属于“三类异动城市”之一,据21世纪经济报道记者了解,住宅地块中,恒大以51.35亿元配建11.2万平方米自住型商品房或将被录入总价地王;融创以7.3万元/平米无疑创下历史甚至全国单价地王,或也将被重点收录。

  地王再现


  国土部曾于9月25日召开座谈会,要求一线城市,务必做到年内不再出“地王”。

  收集地王信息


  虽然地王禁令的效果并不十分明显,但国土部仍然通过喊话、发布文件等多种措施严防“高价地”。


  11月25日,福建省国土厅的一位人士在接受21世纪经济报道记者采访时透露,部里已经要求福建省汇总2013年度住宅和商服用地出让中历史总价和单价较高的已成交地块清单。


  根据要求,上述福建省国土厅的人士介绍,“地王”清单并不面向全省,而只是面向被部里面列为“三类异动”的城市,其中,福建省厦门市、福州市、泉州市均有上榜。


  与此同时,上述人士介绍,国土部还要求各地在准备2014年的供地计划时,把供地情况录入到省土地市场动态监测与监管系统,与部的系统实现联动。


  除了汇总“地王”清单之外,上述福建省国土厅人士表示,上述三市还需要列一个研判2014年可能创总价新高或单价新高的地块清单。


  “针对研判可能创下地王的地块,”上述福建省国土厅人士介绍,需要采取相关的工作措施进行预防,比如竞地价、配建保障房等多种灵活的土地出让方式。


  在其看来,这也是国土部严防“地王”,加大土地调控的重要手段。


  北京单价地王价格上涨一倍


  作为“三类异动城市”之一,北京亦被要求统计2013年度的单价、总价地王。


  住宅地块中,恒大2013年夺得的总价地王或被列入,另一块,当之无愧将被融创7.3万元|平方米创下的单价地王收入囊中。


  值得一提的是,和以往相比,北京的单价地王创历史新高,并且相比此前的价格上涨1倍多。


  北京国土局发布的2008年-2012年的“地王”公告,其中住宅地块中,单价地王为中赫以3.38万元/平方米拿下的万柳地王。


  虽然总价地王金额未超过2010年中海以59.7亿元拿下的丰台区地块,但是总价地王的单价却大幅上升。


  21世纪经济报道经公开资料测算,恒大的总价地王,楼面地价为5万元/平方米,与此同时,中海的总价地王的楼面地价仅1.7万元/平方米。


  根据国土部此前的公开消息,被列入目录的总价、单价地王目录,将加大督查,确保其按期交款、开竣工,严防闲置等其他违规违约的情况。
