【中国新闻周刊网11月25日综合报道】近日，中央纪委下发了《关于严禁元旦春节期间公款购买赠送烟花爆竹等年货节礼的通知》。通知称，元旦、春节将至，遵照中央指示，要继续落实好八项规定精神，坚决反对“四风”。严禁用公款购买赠送烟花爆竹、烟酒、花卉、食品等年货节礼。 用公款购买赠送年货等在社会生活中大量存在而情节又不十分严重的腐败现象，被网友称为“微腐败”。它同时又被称为“小腐败”、“亚腐败”、“非典型腐败”等等。其实，针对“微腐败”现象，在“烟花爆竹禁令”之前，中纪委还下发过“月饼禁令”、“贺卡禁令”等。
中央纪委党风政风监督室主任许传智11月8日在接受网络访谈时表示，截至10月7日，中央纪委党风政风监督室共收到关于中秋、国庆专题举报917件。不良风气积习甚深，改起来不可能毕其功于一役。要将重要时间节点连成线，抓完中秋、国庆，再抓元旦、春节，一抓到底。

“烟花爆竹禁令”
2013年11月21日，中央纪委下发《关于严禁元旦春节期间公款购买赠送烟花爆竹等年货节礼的通知》，要求各级党政机关、人民团体、国有企事业单位和金融机构，严禁用公款购买赠送烟花爆竹、烟酒、花卉、食品等年货节礼(慰问困难群众职工不在此限)。要严肃财经纪律，强化审计监督，相关费用不准转嫁摊派，一律不予公款报销。
“贺卡禁令”
2013年10月31日，中共中央纪委发出《关于严禁公款购买印制寄送贺年卡等物品的通知》，要求各级党政机关、国有企事业单位和金融机构，严禁用公款购买、印制、邮寄、赠送贺年卡、明信片、年历等物品……对顶风违纪的，发现一起、查处一起，严肃责任追究，通报曝光典型案例。
“月饼禁令”

2013年5月27日，全国纪检监察系统召开会员卡专项清退活动会议，要求纪检监察系统的在职职工干部，在6月20日之前，自行清退所收受的各种名目的会员卡，做到“零持有、零报告”。
