与中东欧合作“在补欧盟的台”
中国社科院边疆史地研究中心主任邢广程表示，16个中东欧国家有很多是非欧盟国家，中国不能在欧盟框架下实现和这些国家的合作。中国与中东欧之间的合作不是在拆欧盟的台，恰恰在补欧盟的台。
邢广程表示，欧盟是中国战略合作伙伴，双方提出到2020年中国与欧盟贸易额将达到1万亿美元，这是非常高的数字，说明中国和欧盟在经贸合作方面还要上新的台阶。他认为，中东欧16个国家有其特殊性，中国除了和欧盟发展关系之外，还要单独和16个中东欧国家进行合作，通过1+16的方式来达到双方在经济合作方面的互补。
邢广程指出，16个中东欧国家有很多是非欧盟国家，中国和这些国家合作不但不是在拆欧盟的台，而且恰恰是在补欧盟的台。中国和16个中东欧国家开展更紧密的经贸合作，使得中国在对整个大欧洲经贸合作有一个非常完整的概念，构建出一个完整的合作框架。（钟欣）

这是李克强担任国务院总理后，首次访问中东欧国家。当前中国－中东欧国家合作正处于起步和上升的关键时期，面临继续扩大和深化任务。17国总理齐聚罗马尼亚布加勒斯特，共同规划中国－中东欧国家合作未来发展方向，将对合作产生巨大政治推动力和引导力。

在罗马尼亚议会演讲
此访不仅是李克强总理就任以来首次访问中东欧国家，也是中国总理19年来首次访罗马尼亚。
访问期间，李克强将分别会见罗马尼亚总统伯塞斯库、议会参议院议长安东内斯库、众议院议长兹戈内亚，还将应邀在罗马尼亚议会发表演讲，阐述中方对发展两国关系、深化双边务实合作的建议和设想。
把中国与中东欧16国领导人集体对话放在罗马尼亚，意在以中罗合作带动中国和其他15个中东欧国家合作。
赴上合组织总理会议
应乌兹别克斯坦共和国总理米尔济亚耶夫邀请，国务院总理李克强将赴乌兹别克斯坦出席上海合作组织成员国总理第十二次会议。
此次会议将总结上合组织过去一年来各领域合作进展情况，分析发展面临的形势，落实比什凯克峰会共识，部署深化务实合作。李克强将在发言中提出具有指导性、长效性、可操作性的合作倡议。
会议将发表《联合公报》，《上海合作组织成员国政府间国际道路运输便利化协定》有望在这次总理会议期间签署。
