数额巨大的公务接待费到底花在了何处？三公经费公开能否公开透明？广州萝岗区给出的“神答疑”，不仅难以让人信服，更有损政府公信力和形象。
百万元公务接待费惹争议
刚刚结束的三中全会提出，要健全严格的财务预算、核准和审计制度，着力控制“三公”经费支出和楼堂馆所建设。
然而，最近各地政府部门陆续公布去年三公经费“账单”，隐藏在账单中的疑问再次引发了密切关注，一些部门公务接待开支居高不下再次引发群众“吐槽”。

“走一走，看一看”，取经还是吃饭？
面对媒体质疑，萝岗区财政局有关负责人对媒体表示，公务接待费用较高，是因为来广州考察的各级党政代表团、商务团体几乎都会选择到开发区、科学城“走一走，看一看”。

这则通过官方微博发布的情况说明为公务接待费用高企给出了如下两条理由。其一，萝岗区“多区合一”，包括广州经济技术开发区、广州高新技术产业开发区、广州出口加工区、广州保税区、中新广州知识城和萝岗行政区，招商引资、参观交流、来访考察较多，相应接待费用较高。其二，萝岗区实行“大部制”，一个部门相当于其他行政区多个部门。
成立于1984年的广州开发区是首批国家级经济技术开发区之一，依托广州开发区，广州在2005年设立了萝岗区。作为国家级著名开发区，每年有各级代表团和商务团体上门考察交流也属正常。然而，针对外界关注的区规划和国土局高达415.32元的公务接待费问题，官方解释根本没有提及。
针对萝岗区政府的躲避和“神答疑”，韩志鹏告诉记者：“最新的解释同样没有什么实质内容，根本没有说出什么东西来。”“规划和国土局一个部门的接待费就这么高，官方解释依然没有说明白。”

一年高达415.32万元的吃喝账，萝岗区规划国土局用区区66个字“神答疑”一笔带过。而面对网民的质疑，萝岗区后续的解释更是只字不提此事。有评论文章就指出，轻飘飘的66个字(含标点符号)，就可以解释萝岗区规划和国土局415.32万元的公务接待费了吗？
值得注意的是，萝岗区上述官微的末尾，还有这样一条补充信息：“我区各部门在公布‘三公’经费时，已对公务接待费的使用情况作了说明。”
然而记者翻阅相关情况说明发现，所谓的情况说明仅仅也是如下内容：“主要用于召开会议、考察调研、学习交流、检查指导、请示汇报等公务活动中按规定接待发生的费用。”
韩志鹏表示，政府三公经费公布应该进一步规范，内容、时间、格式等细节也应进一步标准化，这样才能让公众清楚了解每一笔钱的去向。为此，必须充分发挥媒体、审计部门以及公众的作用，更加有效地监督政府行为。其次，必须启动问责机制，追究各部门责任人的责任并及时公布处理结果。
