卫爱民最早关注到学生人流，是因为寒暑假前后无痛人流广告的密集扎堆引起了他的注意，而在和各地妇产科大夫交流的过程中得知，寒暑假过后，确实会有不少学生到医院去做人流。
卫爱民：尤其让我痛心的是有些孩子怀孕之后也不敢跟家长说，惊慌无措就寻着那些小广告，到一些没有医疗保障条件的小诊所去做人流，给我们的孩子的造成身体危害，我是非常担心的。
北京妇产医院计划生育科主任医师陈素文介绍说，妇产医院的人流门诊量，一个月五六百例左右，其中就有几十例都是在校学生，她接诊的一个最小的患者才刚刚13岁。
卫爱民：我倒是觉得，可以向一些国家学习，给孩子们方便的地方提供一些避孕的器具，也有一些质疑的声音、反对的声音说，你这不是引导孩子不好好学习吗？我是说，这样我们遇到难点的时候，两害相全取其轻，不懂得避孕常识从而怀孕好呢，还是引导她们甚至于提供器具让她们不要怀孕让她们身体免遭这些损害好呢？
针对一些学生迫于经济负担而选择小诊所的现状，卫爱民建议公立医院应该对这些学生实行免费。但这样的建议一经提出，立刻引来众多人反对：如果实行免费，不是更助长学生为所欲为，甚至反复怀孕吗？
卫爱民：我说这个问题是不得已而为之的问题，本人是搞法律的，法律上有一个概念叫善良父亲的标准，咱们设想一下，如果我们作为这些犯了错误孩子的父亲会不管她、不给她钱吗？我觉得我们能够给孩子提供多少财物上帮助，我们就提供吧。
究竟如何避免学生人流这样的事情发生？卫爱民说，无论是学校还是社会的相关部门，要做的事情还有很多。
卫爱民：要说，我们的教育机构应该尽快出台相应的教材，作为学校来说，我建议是要在寒暑假放假之前，要给一定年龄段以上的这些孩子们进行一次集中的生理卫生知识教育，来引导我们的孩子什么年龄段做什么事情。
对于那些随处可见的无痛人流这样的广告，卫爱民强烈建议，相关部门要严加监管。
卫爱民：卫生管理部门、工商行政管理部门，关键是我们的报纸新闻机构应该对这个问题有一个管束，这样的广告对于我们孩子的健康对于社会的健康发育，究竟是正能量还是零能量还是负能量呢？我们的有关政府机构也应该有一个判断，我的想法是要严加管束。
