　　南方农村报讯(记者 王伟正) 作为一个省级贫困村，广东韶关市仁化县董塘镇岩头村集体全年的收入尚不足1万元，仍有不少村民居住在低矮的泥砖房中。然而，该村村干部今年却公然违反中央八项规定，用征地款组织党员及村干部的家属30多人次，分别到天津、北京、泰国、新加坡、马来西亚等地旅游。村支书表示，旅游活动请示过上级领导，共花费公款八九万元。

　　1500元游津京和东南亚

　　去年以来，仁化县向岩头村征收400多亩土地，拟用作垃圾填埋场。尽管征地还未获上级部门的批准，但460多万的征地款已经发放到岩头村委会的账户中。日前，岩头村的党员谢兴民(化名)告诉南方农村报记者，今年3月，村委会干部问他，"去天津北京旅游，去不去"，谢兴民称愿意去。

　　和村里的其他党员一样，谢兴民交了500元费用，今年3月25日，在村委会治保主任谢首纲的率领下，一行17人从韶关坐高铁到湖南长沙，从长沙乘坐飞机到天津游玩一天后，坐大巴到北京待了三四天，参观故宫、长城、十三陵等名胜古迹，然后从北京乘坐火车回韶关。整个行程前后7天，路费、食宿及门票等他们个人都无需支付。谢兴民告诉记者，包括5名村干部在内，岩头村一共有20多名党员，去天津北京旅游的17人中，大部分是村里的党员，也包括一些村干部的家属，如村委会妇女主任的丈夫。

　　谢有方(化名)也是岩头村的党员，他刚从北京回来没几天，又获村干部邀请，游览东南亚。今年4月23日，仍是在谢首纲的率领下，一行16人先坐大巴到深圳，从深圳坐船去香港，在香港飞往泰国，在泰国游玩三四天后，再飞往新加坡玩一天，然后坐大巴到马来西亚玩两天，从马来西亚飞回香港，再坐大巴回仁化县，整个行程也是7天。

　　谢有方告诉南方农村报记者，去东南亚旅游，每人"象征性"地交了1000元，办理出国护照和签证等，都不用再另外掏钱。谢有方说，他们在泰国看了人妖表演，"摸人妖还要给小费"，小费要自己出。据谢有方介绍，去东南亚旅游的16人中，除了村里的党员外，还包括3名村两委干部，即治保主任、妇女主任和文书，村支书兼村主任谢国常的妻子也在其中。

　　谢兴民和谢有方等多名岩头村的党员告诉记者，岩头村作为省级贫困村，以前从来没有组织过这样的活动，"50年来第一次"。村委花费八九万元11月8日，岩头村支书谢国常称，岩头村是贫困村，以前从来没有组织过旅游活动，今年因为要建垃圾场，有一笔征地款，为了感谢村里的党员对建设垃圾填埋场的支持，才组织他们出去旅游。谢国常强调，出去旅游不是岩头村独创的，其他村也有类似的情况，而且"我也没那么大权力，我们请示过镇里的领导"。谢国常称，他的妻子的旅游费用是自己出钱。他坦言，整个活动村委会花费了八九万元。11月7日，南方农村报记者向董塘镇有关负责人询问相关事宜，暂时未获回应。

　　90万征地款用于还债和办公

　　南方农村报记者查阅了岩头村的财务公开情况，在岩头村的"现金收支明细表"一项中，南方农村报记者看到2013年1月至4月，均显示"本期无发生数"，而在今年5月的现金收支明细中，岩头村有42.6万元的现金支出。岩头村的银行存款收支明细表也显示，在今年1月，岩头村的银行存款余额是4.4万元，1-4月的银行存款收支情况"无发生数"。但在今年5月，银行有一笔484.86万元的收入进账，同时有一笔68万多元"其他支出"。岩头村的"村务监督委员会理财结果公布表"显示，今年1-4月，岩头村的现金及银行账号均无收支的变动，而在5月，岩头村有44.5万的现金收入及484.86万元的银行存款收入，两项收入共计529.36万元。同时，岩头村在5月也有42.6万元的现金支出及68万多元的银行存款支出，两项支出共计110.6万元。

　　南方农村报记者从有关部门了解到，岩头村作为贫困村，平时村集体收入较少，今年初村委会与仁化县政府有关部门签订了征地协议，政府部门随后拨付征地款400多万元到岩头村委会。在岩头村委会10月30日公布的征地款分配方案中，征地收入共计460万元，其中60万元作青苗补偿，250万元用于入股投资，60万元分配给村民，剩余90万"用于偿还债务及办公费用"。包括谢有方在内的不少村民质疑，这笔所谓用于还债及办公费用的90万元支出，可能就是被用于干部出国旅游等不合理的开支。事实上，根据岩头村委会的银行账户情况显示，在村干部今年三四月两次组织党员干部旅游后的5月份，正好有100万元左右的支出。
