  京华时报讯(记者赵鹏张晓鸽) 昨天,中国人民大学召开十八届三中全会社会领域改革与创新研讨会,全国人大常委会委员、中国人民大学劳动人事学院郑功成教授提出,延迟退休应女先男后或女快男慢,用30年实现男女65岁同龄退休。同时,延迟退休者应在养老金水平上得到补偿。







  女性早退休不公平







  郑功成表示,十八届三中全会决定研究制定渐进式延迟退休年龄政策,是综合考虑了多种因素后做出的战略选择。他分析,人均预期寿命和受教育年限的持续延长,决定了人生工作周期也需要做出相应调整,事实上现在已经有越来越多的人在延长自己的人生工作周期。同时,劳动力供求关系正在发生新的变化,我国劳动力供给总量已经越过了顶峰而开始逐年减少,未来这一态势将会持续,20年后出现劳动力供给不足将是难以避免的事实。







  更重要的是,我国必须促进性别平等。现在女性退休年龄大幅度低于男性,从总体上讲对女性极为不利,不仅过早地剥夺了女性的工作权利,也过早地剥夺了女性的发展机会与发展空间,并直接影响到其经济利益与福利待遇。







  推进男女同龄退休







  郑功成认为,延迟退休是一个需要长期渐进的过程。他建议女先男后或者女快男慢,以便逐渐实现退休制度与养老保险制度中的性别平等。







  郑功成分析,就男性及被城乡居民养老保险制度覆盖的人口而言,现行规定是60岁退休,延迟退休的空间并不大;而职业女性则被分成若干等级,一定级别的女性领导干部与知识分子是60岁退休,低于规定级别的女干部与知识分子是55岁退休,而女职工的法定退休年龄是50岁。因此,女性延迟退休的空间要大于男性,需要先行或快行延迟退休才能最终实现男女同龄退休,进而实现平等的工作权益与福利权益。







  但郑功成也强调,延迟退休应坚持小步渐进而不是大步急进。即每年延长2-6个月的工作时间,经过30年左右的推进,实现男女65岁同龄退休。







  养老金要进行补偿







  郑功成提出,更重要的是应当强化利益激励机制,让劳动者逐渐愿意选择多工作一段时间。必须改变劳动者工作报酬长期偏低的现状,让劳动者在岗期间真正实现劳有所值、劳能共享;必须强化养老保险制度多缴多得的激励导向,延迟退休者应当在养老金水平上得到补偿,不能让延迟退休者多缴少领而蒙受利益损失。







  同时,政府部门应当提前出台政策,间隔一定时间后再正式实施,以便人们在预期清晰的条件下能够从容地安排好工作与退休生活。
