该部负责人说，对此，经开区管委会决定给予新冯村党支部书记刘忠成党内严重警告处分，辛市镇党委书记石存祥行政警告处分。
负有对村财政监管不力责任的辛市镇财政所所长谢新生，因今年7月份挪用公款罪被临渭区人民法院判决，虽然被免予刑事处罚，但是犯罪事实成立，区上决定给予其撤销行政职务，并留党察看一年处分。
