居民养老保险基金由个人缴费、集体补助和其他资助、政府补贴构成。按照《实施意见》规定，并轨后，新农保和城居保的个人缴费标准全市统一设为每年100元、300元、500元、600元、800元、1000元、1500元、2000元、2500元、3000元、4000元、5000元12个档次。

参保范围：年满16周岁的居民均可参保

个人账户：原“两保”资金并入新账户
人力资源社会保障部门将为每个参保人建立养老保险个人账户，该账户终身记录。个人缴费，集体补助及其他经济组织、社会公益组织、个人对参保人缴费提供的资助，以及政府对参保人的缴费补贴全部记入个人账户，其中缴费补贴在个人账户中要单独记录。

年满60周岁、按规定参保、未享受国家规定的其他养老保险待遇的居民，可以按月领取养老金。新农保和城镇居民养老保险制度实施时已年满60周岁的老年人不用缴费，按月领取基础养老金。
个人账户养老金的月计发标准为个人账户全部储存额，除以139(与现行职工基本养老保险个人账户养老金计发系数相同)。政府对符合领取条件的参保人全额支付居民养老保险基础养老金。居民养老保险养老金待遇由基础养老金与个人账户养老金两部分组成，支付终身。
政府补贴每人每年不低于30元
《实施意见》提出，县区政府对参保人缴费给予适当补贴，缴费即补，补贴标准不低于每人每年30元；对选择300元以上缴费档次的，可以提高补贴标准，具体标准由县区政府确定。对重度残疾人等缴费困难群体，市、县区政府为其代缴全部最低标准的养老保险费。重度残疾人也可申请提前领取养老金，具体领取办法由市人力资源社会保障部门会同有关部门制定。
居民养老保险参保人缴费期间跨地区转移，可将养老保险关系及个人账户资金随户籍转入新参保地，按新参保地有关标准核算，并享受相应待遇；参保人员达到养老金待遇领取年龄，其养老保险关系不转移，在原参保地领取养老金待遇。复员退伍军人回乡后参加居民基本养老保险的，军龄视同缴费年限。(刘遥 瑞高)
