昨日，《四川省<中华人民共和国义务教育法>实施办法(草案)》(以下简称《草案》)正式提请省人大常委会会议审议。根据《草案》，中小学禁设重点校、重点班；校长将逐步实行公开聘任、竞争上岗。
就近入学划片区应广泛听取意见
《草案》明确提出，义务教育是全省适龄儿童、少年必须接受的教育，实施义务教育不收学费、杂费，免费提供教科书。针对就近入学，《草案》还规定，县级人民政府教育行政部门应合理确定或调整本行政区域内学校的施教区范围、招生规模。确定或调整施教区范围，应当广泛听取意见。
免试入学 学校不得设重点班
适龄儿童、少年将免试入学，学校不得举行或者变相举行与入学相关的考试、测试，不得将各种竞赛成绩、获奖情况和考级证书作为入学的条件和编班的依据。《草案》也明确提出，不得分办重点学校和非重点学校。学校不得分设重点班和非重点班。
学校不得公布学生考试成绩排名
根据“草案”，学校不得责令学生转学、退学或者开除学生。任何组织和个人不得向教育行政部门、学校或者教师下达升学指标，不得以学科考试成绩、升学率作为评价或者考核学校、校长和教师唯一标准。学校和教师不得公布学生考试成绩排名。同时，学校不得占用节假日和休息时间组织学生上课或者集体补课，不得组织学生参加各类学科竞赛。
学生在校每天锻炼不少于1小时
