最高人民法院副院长南英指出，量刑规范化改革自2010年在全国法院试行以来，各级人民法院高度重视，积极稳妥推进，总体效果良好。量刑更加公正均衡，宽严相济的刑事政策得到进一步落实；量刑更加公开透明；人民群众更加理解支持，群众满意度和司法公信力进一步提升。
南英要求，各级人民法院要准确执行刑法和刑事诉讼法，依法行使自由裁量权，落实宽严相济刑事政策，做到罪责刑相适应，实现量刑公正。要及时总结经验，推动量刑规范化不断发展完善。上级法院要切实加强指导、及时研究解决实践中遇到的问题和困难，保证量刑规范化工作全面稳妥推进。在积累经验的基础上，要逐步扩大量刑规范化的罪名和刑种。要进一步深化对量刑方法、量刑基准、量刑机制、量刑程序等问题的理论研究，推动改革实践的深入发展。
