谭明书为了谋取个人职务晋升、获得拆迁补偿款等不正当利益，多次向时任洋浦经济开发区管委会副主任王应福行贿，并利用职务上的便利，为他人谋取利益，在工程项目承包过程中多次收受他人贿赂。
海南省纪委给予林中兴开除党籍处分，给予谭明书开除党籍、开除公职处分，两人涉嫌犯罪问题移送司法机关依法处理。
