总额控制集中管理

违规拟建用房坚决终止

许耀桐说，2009年国家发改委发布了《党政机关办公用房建设标准》：正部长级别官员，办公室使用面积不能超过54平方米，县长书记不能超过20平方米，科级以下每人使用面积6平方米。《条例》实施后，所有超标部分都要限期腾退或没收、拍卖。
许耀桐表示，此前曾有人议论，如果只超标不到10平方米，是否可“免腾退”，否则即使用隔断隔开，不到10平方米的空间也不适合办公，反而造成浪费，“不能迁就，更不能给政策开‘口子’，一旦开了‘口子’，就容易走样、走过场”。
