“11月19日后出生的孩子，符合双方或一方为舟山户籍且有一方为独生子女、双方合计已生育一个子女的夫妻，可以补交申请，也算合法生育范围内。”浙江舟山市人口计生委一位相关负责人昨日对《第一财经日报》说。
11月21日，舟山市政府办公室下发了【2013】184号文——《关于贯彻实施计划生育“舟山海岛特批政策”的通知》(下称“特批政策”)。“特批政策”中描述，经浙江省政府研究同意，由浙江省人口计生委批复，决定将舟山市“双方或一方为舟山户籍且有一方为独生子女、双方合计已生育一个子女的夫妻”增列为计划生育特殊情况审批范围。

特批政策从2013年 11月 19日起实施，即：符合双方或一方为舟山户籍且有一方为独生子女、双方合计已生育一个子女的夫妻要求再生育的，经批准，可再生育一个子女。各县(区)、各单位要统一政策解释，规范审批程序。凡是符合特批政策条件的再生育审批，统一由夫妻中舟山户籍一方的户籍所在地按特殊情况生育审批程序办理。
上述相关负责人表示，在特批政策出台前，双方或一方为舟山户籍且有一方为独生子女、双方合计已生育一个子女的夫妻，不符合条件再生育的，卫生计生部门已向当事人送达社会抚养费征收决定书的，原决定继续有效。
特批政策的研究始于2010年，因为自1997年以来，舟山户籍人口开始进入缩减状态，舟山是全省唯一一个长期人口自然负增长的海岛地区，曾连续11年出现人口自然负增长。舟山人口总量少，长期的超低生育水平，使舟山人口结构性问题突出。此前，舟山专门成立了人口研究专家组进行课题研究，并积极争取省里的政策支持。
“我们在今年5月27日提交了相关请示，报请省政府审批。7月17日、7月29日，省政府常务会议、省委常委会先后研究同意，在舟山实施特批政策。”上述负责人表示。
各地纷纷表态
舟山特批政策推出后，浙江省人口计生委、省人大的相关工作人员在接受当地媒体采访时表示，浙江人要享受这一政策，预计会在明年年初。因为国家出台文件通知后，浙江省人大得修改省计划生育条例，在法理上对新政策予以确认，然后省计生委出台实施细则，此时省内符合政策的“单独”家庭方可申请生二孩。
上海市卫生计生委日前透露，上海要启动单独二孩政策可能还需要一段时间，调整政策前首先要修改《上海市人口和计划生育条例》，条例修改相关内容需要等待上海市人大通过。
河南省人口计生委新闻发言人王杰英表示，明年上半年能完成方案论证，至于何时审议修订《河南省人口与计划生育条例》，还要等省人大决定，“关键也要看是否能在明年列入人大立法计划”。
湖北省卫生和计划生育委员会主任杨云彦近日称，湖北省已经提前做好了生育政策调整的测算评估工作，目前正在制订具体工作方案，并按照相关程序有序推进。在新的地方性法规出台之前，生育政策还是要按照原有的法律、规章和政策执行。
