新京报讯 (记者蒋彦鑫)近日，国家统计局公布全国31个省(区、市)前三季度GDP数据。从增速上看，今年各省份增速比去年明显降低；同时，31个省份的前三季度GDP总和为43.9533万亿元，超出全国GDP总量5.2771万亿元。
“地方数据注水是数据打架最主要原因”
和以往一样，各个省份公布的GDP数据总和，依然大幅度超过国家公布的数据。国家统计局数据显示，今年前三季度GDP为386762亿元。而31个省份前三季度的GDP总和为439533.07亿元，超过全国总量52771.07亿元。再次出现“数据打架”现象。
事实上，这种现象已经持续多年。有媒体表示，自1985年国家和地方层面分别核算GDP数据以来，地方统计总和一直高于全国的GDP总量，不仅呈现出“1+1>2”的局面，而且有递增的趋势。
例如，2009年各省份GDP之和超出全国2.68万亿元；2010年超出全国3万亿元；2011年超出全国总量4.6万亿元；2012年超出全国总量5.76万亿元。
缘何出现此现象，且逐年递增？中国人民大学经济学院副院长刘元春表示，地方数据注水是最主要的原因。地方政府为了完成节能降耗和GDP考核等指标，会对数据进行修改，以让数据更好看。而记者采访西部城市一个县级政府的财政局长时，该人士也表示，地方数据作假几乎已是惯例。
“跨区域经济活动导致数据重复统计”
此外，还有跨区域经济活动导致数据重复统计也会出现GDP数据不统一的问题。刘元春表示，随着经济的发展，经济活动在区域内交叉发生，加上统计上的精确度不够，从而出现一个经济活动，两个省份重复统计的情况。
此前，国家统计局也力图采用多种手段以保证数据的真实性。国家统计局局长马建堂多次针对两项数据打架的问题表态。2012年初，马建堂曾回应称，各地GDP汇总之和高出全国核算数约10%，主要是因为分级核算中一些重复计算的技术问题以及原始数据存在差异。
■ 分析
17个省份GDP总量破万亿
数据显示，天津和贵州的前三季度GDP增速最高，均为12.6%；北京和上海增速同为7.7%，排名垫底。
从经济增速看，今年比去年明显偏低。2012年，全国31个省(区、市)中，增速最高为重庆和贵州，均为13.6%；同时，仅8个城市增速低于10%。
从今年前三季度的数据看，增速最高为12.6%；有14个城市增速低于10%，比2012年底的增速要增加6个。江苏、宁夏、山西、内蒙古等几个地方的增速由去年底的10%以上，下降到10%以下。与全国前三季度7.7%的增速相比，除了北京和上海的增速与全国持平外，其余29个地区的增速均超过了全国水平。
共有17个省份的GDP总量突破一万亿元。前三季度GDP总量最大的是广东省，为44471.53亿元；江苏紧随其后，为41934.3亿元；西藏排名倒数第一，为575.73亿元。
