  乔良认为,我国划定东海防空识别区,完全是出于国家利益拓展的需要。我国经济发展非常迅速,而周边国家其实发展也很快,各种航空器五花八门——大型运输机、第三代和第四代战斗机、无人机、直升机、小型民航机等等,如果不能够有效识别,空中安全将受到威胁。


  针对日本宣称的中国防空识别区与日本有重叠,乔良表示,“反过来也可以说日本与中国有重叠,重叠是不可避免,双方需要协商,现在日本政府不承认并不管用,真正为防空识别区问题打一仗显然是不明智的,像这种公共区域问题是可以通过协商解决的。”


  乔良介绍,通过开通国际通用波段通讯模式,国与国之间进行防空识别的正常交流,识别查证对方是否有敌意,如果对方不听警告进入防空识别区内,空军飞行员可以对其实施击落。


  乔良还表示,划分东海防空识别区,对空军作战能力是很大的考验。过去空军很少出海作战,未来或许要求其到防空识别区上空,与某些有敌意国家进行对峙较量,这不仅需要空军有军事作战能力,也要求飞行员成为“飞行的外交家”,在空域内审时度势、谨慎行事。
