京华时报讯(记者梅天一)昨天，国防大学教授、空军少将乔良表示，中方设东海防空识别区是必然的，并非针对日本，中日应协商解决问题，为此打仗并不明智。
本月23日，中国国防部宣布划设东海防空识别区，并发出声明，随后引起美、日媒体的强烈反应。对此，中国外交部及国防部表示美日无权说三道四。
乔良认为，我国划定东海防空识别区，完全是出于国家利益拓展的需要。我国经济发展非常迅速，而周边国家其实发展也很快，各种航空器五花八门——大型运输机、第三代和第四代战斗机、无人机、直升机、小型民航机等等，如果不能够有效识别，空中安全将受到威胁。
针对日本宣称的中国防空识别区与日本有重叠，乔良表示，“反过来也可以说日本与中国有重叠，重叠是不可避免，双方需要协商，现在日本政府不承认并不管用，真正为防空识别区问题打一仗显然是不明智的，像这种公共区域问题是可以通过协商解决的。”
乔良介绍，通过开通国际通用波段通讯模式，国与国之间进行防空识别的正常交流，识别查证对方是否有敌意，如果对方不听警告进入防空识别区内，空军飞行员可以对其实施击落。
乔良还表示，划分东海防空识别区，对空军作战能力是很大的考验。过去空军很少出海作战，未来或许要求其到防空识别区上空，与某些有敌意国家进行对峙较量，这不仅需要空军有军事作战能力，也要求飞行员成为“飞行的外交家”，在空域内审时度势、谨慎行事。
