据介绍，根据安徽省财政厅和环保厅文件精神，申请财政资金支持，必须有自筹配套资金。但在实际操作中，这个“项目自筹及配套资金”常常会被忽略掉。在涉案的5家企业治污项目审计报告中，全部存在自筹配套资金不足问题，如涉案的安徽东升食品有限公司技改项目申报投资1405万元，自筹资金应到位937万元，但实际到位仅196万元，占应到位配套资金的21%。
办案人员说，由于收了“礼”，这些环保部门人员便放弃审核职能，甚至与企业老板一起到省环保厅行贿，“跑成”项目。在赵瑞案中，有部分企业在项目申报过程中，为了能顺利通过省环保厅审核，在赵瑞的带领下到省环保厅找有关负责审核人员做工作，向规划财务处有关人员行贿7万余元。再如涉赵瑞案的蒙城县金水纸品厂，因该厂是顾某个人的私营企业，不仅没有账目，更没有企业自筹资金，只是通过融资公司出具了一张虚假的资金证明，所有申报材料全部由县环保局人员完成。顾某向赵瑞行贿了3万元、向省环保厅相关人员行贿两万元后，环保部门相关人员放弃审核职责，批复项目资金100万元。
“项目申报成功后，违规使用资金情况非常突出。”办案人员说，在对多家企业项目的审计报告中，都有违规使用项目资金的情况。如蒙城县源源牧业有限公司规模化养殖污染治理项目中，申报投资106万元，财政支持40万元，而职工食堂建设就达29.5万元。又如蒙城县保彬养殖场污染治理项目，申报投资160万元，财政支持50万元，将建猪舍和修路的钱也纳入项目决算中。
办案人员认为，项目资金的使用由财政部门和环保部门负责监管，监管职能弱化是环保财政资金申报和使用出现问题的重要原因。
“在项目资金试用阶段，相关部门没有监管到位。”办案检察官说，如蒙城县源源牧业有限公司106万元规模化养殖污染治理项目工程没有招标、安徽东升食品有限公司技改项目166万元雨污分流工程没有通过招标。而在项目工程验收阶段，多家企业的项目工程审计报告都明确提出自筹配套资金严重不足、违规使用资金行为应予矫正、项目法人应单独建账核算等问题，但监管单位仍然通过验收。
利辛县检察院在给有关部门的检察建议中认为，强化环保项目监管，关键一点是做好公示工作。严格环保项目规划申报程序，将要上报的企业项目予以公示，接受舆论和社会监督。在项目申报资料审核中严格把关，严查申报项目的真实性，对弄虚作假套取的项目坚决不予申报，并对申报成功项目的资金使用全程公示。
