  11月25日,中共中央、国务院印发《党政机关厉行节约反对浪费条例》(下称《条例》),其中“取消一般公务用车”最令人关注。但是,专家分析,该条款不会取消省部级领导用车,对厅局级以下官员影响较大。


  现状 地方“专车”多为一般公务用车


  按中共中央1994年《党政机关汽车配备和使用管理的规定》(即中办发[1994]14号文件),只有省部级现职领导才能配备专车,副省部级现职领导的用车,可“相对固定”,退休副省部级领导一律不配专车。据此,《条例》所言“一般公务用车”应不包括省级以上党政领导专车。


  2004年4月公布的《中央国家机关公务用车编制和配备标准的规定》也明确,部长级干部可享专车,副部长级干部可享“工作用车,按1人1辆定编”。也就是说,在中央一级,现职副部长、部长用车,不属于“一般公务用车”。而机关为保证公务出行而配备的车辆,为“一般公务用车”。


  鉴于当前中央机关中司局级和处级党政干部大多使用自购车辆,此次《条例》对其影响不大;但是,对各地厅局级、县处级、科级党政官员,由于其并没有配备专车的权利,此前使用的“专车”多是以“一般公务用车”名义购买。一旦取消,受影响将最大。


  分析 现职省部级领导专车仍将保留


  《条例》明确指出:“取消一般公务用车,保留必要的执法执勤、机要通信、应急和特种专业技术用车及按规定配备的其他车辆,普通公务出行实行社会化提供,适度发放公务交通补贴”。这是否意味着,各地省以下党政领导用车将被取消?


  根据上述规定,只有省部级以上现职党政领导才有权配专车,厅局级、县处级、科级领导只能使用单位的公务用车。此次取消“一般公务用车”,并不包括现职省部级领导用车。但是,此前各地厅局级以下党政领导违规配备的专车和公车将被取消。


  专家指出,取消“一般公务用车”后,各省厅局级、县处级干部的用车将受较大影响。如果改革顺利推行,这些人也有望享有相应的货币补贴。这将有助于克服当前“公车私用”问题,同时也能节约有关的司机、保养、维修等费用。
