  中共中央、国务院近日印发的《党政机关厉行节约反对浪费条例》(以下简称《反浪费条例》)让大家再次关注起这个特殊而熟悉的的领域:三公经费中支出最大的一公——公务用车。


  《反浪费条例》里头涉及公务用车的规定,有这样几句话尤其引人注目:坚持社会化、市场化方向,改革公务用车制度;改革公务用车实物配给方式,取消一般公务用车,保留必要的执法执勤、机要通信、应急和特种专业技术用车及按规定配备的其他车辆;适度发放公务交通补贴,不得以车改补贴的名义变相发放福利。


  很快,各类解读已在网上铺天盖地。杭州市民最关心的是,在全国较早推行公车改革并因此获得多方赞誉的杭州,如今车改推进得咋样了?《反浪费条例》实施后,杭州的公车使用者们又将面临怎样的变化?


  车改,变相加薪?



  3年节省三成费用


  杭州的车改要从2002年说起。当时杭州在余杭的个别乡镇探索公务用车制度的改革,2003年,西湖区率先在全市乡镇、街道层面启动车改。2009年起,市级机关分三批进行车改,用3年时间完成。截至目前,全市13个区(县、市)已有10个区县市完成了车改,目前只剩下临安、建德和淳安三个县、市。


  目前,杭州市级机关有车改单位152家,其中一级机关88家、23家分局、参公事业单位41家,涉改人员达6000多人。3年来,“下岗”的公车超过800辆。


  杭州目前少量尚未车改的机关、单位,就市本级而言,有:公检法系统;市环境监察支队、市卫生局卫生监督所、市质量技术监督稽查支队等专司行政执法机构,等等。这些单位还有多少公车,尚无准确的统计数字。


  杭州市本级车改之初,质疑声也不绝于耳。杭州把市级机关的个人公务用车补贴按行政职务层别分成九档,调整后的最新标准为:正局长(副厅级)为2990元/月,正处长为1610元/月,最低的是科员、办事员及其他人员,350元/月。当时就有人质疑了,这会不会是变相加薪?直接给公务员们发福利?


  杭州用数据来回答了疑问。据悉,车改前后,全市车改总体费用下降了20—30%。省钱的办法很简单——据测算,一辆公车一年的运行费(含驾驶员等费用)约10万元,但现在就算是车贴的最高标准,也只有35880元/年。


  杭州车改亮点何在?



  单轨制、共同基金


  杭州市车改办设在市发改委体改处,处里长期具体负责车改工作的马建华调研员告诉记者,杭州的车改制度,一直在为了保持公信力而不断完善,亮点不少:


  其一,实行全国最严格的“单轨制”,车改单位不留除了专业工具车之外的任何公务用车,包括所谓的执法执勤车。“单轨制”是指车改单位取消所有公车,所有人参加车改,公车一辆不保留,从制度上防止“既留公车又拿车贴”的现象。


  其二,部分单位实施“共同基金”制度。杭州市劳动保障监察支队率先探索出一种制度,每人每月的车贴预留200元出来,统一存入市民卡中心的公司账户,作为公务用车的共同基金,其余的打入市民卡个人车改账户,“共同基金”平时实报实销,年底一次核销,还有剩余再按人头均分。这样下来,“私车”跑得多的人肯定能多拿补贴,能有效解决执法队员多跑多亏、少跑少亏的问题。


  马建华说,对照中央的条例,杭州有些做法甚至更为超前和严格。比如说车贴入卡:“杭州是全国第一个把车贴打入市民卡车改账户的,而且规定不得以现金形式发放,以确保公务交通开支的属性不变。”


  实行了车改的单位,如果遇到大型活动等确实需要使用公车怎么办?杭州的做法是,建立市场化运作的公车服务中心,服务中心采取社会化运作,要用车花钱租。


  没专车,不习惯?



  “最高兴的是处长”


  车改后,坐惯了专车的局长们一下子都没车用了。相当难受啊。“人家的局长们都有专车接送,为什么我得自己开车,停个车还得自己找车位!”车改之初,有局长在私底下抱怨。不少人没明说的一层意思是:作为身份和地位的象征,乘坐专车带来的荣耀感,是三千块的补贴所替代不了的。


  但车改还是如期推进。在这方面,杭州曾有两个典型。一个是原杭州市环保局局长何荣坤,他的座驾曾是“别克”,车改后,他的座驾换成了女儿的“捷安特”,他骑自行车的事,还上了中央电视台。另一个是原财政局局长陈锦梅,车改后,身为杭州管钱的局长,她也不坐公车了,卸任一把手后,带头骑自行车,更是迅速成了热点。


  两年前,杭州市某领导曾在公车改革推进会上说了两句话,引发会场一片笑声。一句话是:公车改革后,局长们的身体明显好起来了;另一句话是:公车改革,体制内最高兴、也支持的是处长们。“本来就没专车,这下好了,还能领车贴。”


  杭州市经信委组宣处处长钱巧江说,在没车改前,公务活动一般都叫单位的公车,“车改后,公车没了,反倒清爽了,要么开车去,要么坐公交。”


  以后谁是车改对象?



  不符规定坐专车的人


  采访马建华的时候,他的电话平均每5分钟就要响一次。全是涉改单位或即将要进行车改单位打来的。有时候,马建华挺不理解:“车改政策出台这么长时间了,还有很多人不懂车改政策,还有些单位找各种理由不愿意车改。”


  杭州的车改,也的确面临着一些问题。比如,国内其他城市的车改模式,有的保留的车子比杭州多,车贴还能取现,让杭州不少车改单位的人很眼红;又比如,车改后,相当一部分车改单位的人盯着10%的公共交通专项经费,以为只要是在这个额度内,啥情况都可以来报销,导致出现经费超范围、超预算违规使用。


  还有种现象,是记者跟杭州某局长聊天的时候意外得知的。记者问他现在是不是还自己开车上下班,他略微迟疑了一下说:“没有啊,现在又坐回来了。”再问,不肯说了。


  一打听,杭州车改后不久,还有一种个性化用车服务。主要是针对一些厅级干部、部门一把手,他们如果放弃车贴,可以使用个性化用车服务。这个个性化用车服务,说白了,就是以前的专车。据了解,不少一把手们果断地放弃了车贴,开始“个性化用车”。


  这被称为是杭州车改留下的一个“瘤”。


  随着《反浪费条例》的实施,一系列问题或将迎刃而解。马建华说,他认真研读了条例全文,针对车改这部分,传递出来的两个信息:第一,公车改革放进条例里头,说明不是一个需要探索的问题,而是要直接改革;第二,条例已经对公车改革的内容进行了具体的规定,如:取消一般公务用车。  这是什么概念?从条例的规定来说,不符合规定坐专车的人,以后都是公车改革的对象——中央此前就已规定,只有省部级以上的领导干部才可以配备专车。
