  继北上广深等一线城市纷纷出台房地产调控措施后,近日,二线城市开始追随一线城市的步伐,房产调控新政接连出炉,昨天终于轮到了杭州,《关于进一步促进房地产市场平稳健康发展的通知》傍晚出炉。


  《通知》内容涉及住房用地供应、保障性安居工程建设、商品住房有效供应、信贷政策、税收政策、房地产市场监管等六个方面,被称“杭六条”。


  “杭六条”发布的同时,人民银行杭州中心支行也发布了《关于调整杭州市区差别化住房信贷政策的通知》,要求二套房的首付款比例不得低于70%。


  房地产调控新政



  在二线城市击鼓传花


  年底将至,各地的年度房价控制目标也将接受考核,一周来,二线城市的房地产调控新政扎堆出炉。22日,先是武汉发布了“汉七条”,此后如击鼓传花般,南昌、厦门、沈阳纷纷出台新政,杭州、南京、长沙的新政昨天也同日发布。


  “杭六条”首先是增加住房用地供应,“2013年市区住房用地供应量在不低于过去五年平均供应量的基础上,再增加大于20%的供应量,同时优化结构,进一步加大中低价位住房用地供应”。《通知》第三条也提到要切实增加商品住房有效供应。


  业内人士认为过去房地产调控一味地通过限贷限购来抑制需求,但效果并不理想,而现在希望通过增加供给来平抑房价。


  第二条是“加快保障性安居工程建设”,保障房归政府,商品房归市场,这是未来的趋势。


  二套房首付款



  从六成提高到七成


  新政第四条指出,要根据本市房价控制目标和政策要求,进一步提高第二套住房贷款的首付比例。根据人民银行杭州中心支行的通知,要求二套房的首付款比例不得低于70%;对贷款购买首套自住住房的家庭,继续执行最低首付款比例30%的规定;继续暂停发放家庭购买第三套及以上住房贷款。通知规定,12月6日起,购房者网签成功后,个人住房商业贷款将按此执行。


  杭州楼市今年有所回暖,但与一线城市相比涨幅并不大。专家分析,二套房首付从六成提高到七成,会影响市场预期,短期内,改善型楼盘会受到一定影响。杭州某房企副总表示,今年北京上海房价大涨,但杭州房价其实没怎么涨,很多楼盘都卖不动,这个时候再加重调控,觉得有点无奈。


  房产专家丁建刚评论说:“11月以来市场降温,去化速度明显减慢,新开楼盘价格向低看齐。”他认为,对于开发商来说,“杭六条”将雪上加霜。


  做好土地增值税清算管理



  从严控制高价项目


  这两天被炒得火热的“土地增值税”,“杭六条”第五条也专门提及:严格执行差别化住房税收政策,做好房地产开发企业土地增值税预征和清算管理。


  《通知》还要求:“进一步加强房地产市场监管,严格落实商品住房价格备案制度,根据年度房价控制目标,对申报价格明显过高的商品住房项目从严控制”。  记者了解到,4月1日,杭州市住房保障管理和房产管理局发布公告,确认2013年度房价控制目标:全市新建商品住房价格增幅低于本市城镇居民家庭人均可支配收入的实际增幅。年底不少高端楼盘上市冲量,这对实现年度房价控制目标不利,因而部分高端楼盘的上市将得到严格控制。之前,市场已有传闻,杭州有多家高端楼盘暂时拿不到预售证。章惠芳认为,高价房豪宅房,今年内基本上市无戏。
