《通知》是由房管、地税、国土等多个部门联合发布的。涉及住房用地供应、保障性安居工程建设、商品住房有效供应、信贷政策、税收政策、房地产市场监管等六个方面。
根据该《通知》，杭州将进一步增加住房用地供应。2013年杭州市区住房用地供应量在不低于过去五年平均供应量的基础上，再增加大于20%的供应量。
《通知》明确，杭州将加快保障性安居工程建设，切实增加商品住房有效供应，进一步加强房地产市场监管。
值得注意的是，《通知》中要求的严格执行差别化住房信贷政策在今天就得到了落实。
人民银行杭州中心支行今天傍晚在其网站上公布，杭州将调整第二套住房贷款的首付款比例，要求对贷款购买第二套住房的家庭，首付款比例不得低于70%。而对贷款购买首套自住住房的家庭，将继续执行最低首付款比例30%的规定，第三套及以上住房贷款也将继续被停贷。
