台上，十八届中央纪委委员、中央纪委案件审理室副部长级室主任耿文清正在讲如何把好“金钱关”、“权力关”、“美色关”……从春秋时期的柳下惠讲到兰考县原县委书记焦裕禄；台下，各部委的局处级干部和中央企业中层管理人员，正在聚精会神地听讲。
在笑声和掌声间，两个小时很快过去。没有人玩手机，也很少有人来回走动。中央纪委宣传教育室教育处处长陈江华告诉北京青年报记者，讲座结束当天，就有人向他提出：“可不可以多给我们单位几张入场券？”
从签到表上可以看到，学员有的来自中央纪委、中央办公厅、中央组织部、中央宣传部等中央直属机构，有的来自国务院办公厅、外交部、发改委、教育部等国务院组成部门，还有的来自中石油、中石化、中移动等中央企业。
根据中央纪委宣教室的计划，廉政讲堂要覆盖到尽可能多的中央和国家机关局处级干部。讲堂初步安排了10讲，原则上每个月一次，每次面向千名学员，这样算下来大约每年有1万人次的局处级干部接受廉政教育。
“讲座将紧贴中央精神和党风廉政建设与反腐败工作的最新部署开设。我们鼓励各单位党员干部在安排好工作的条件下，选择自己感兴趣的课程来听。”陈江华说。
干部学习苏共亡党历史教训
中央纪委给中央一级的局处级干部设计的课程有何特色？
据介绍，党风廉政教育大讲堂的计划是从今年年中启动的，中央纪委宣教室在课程设置上参考了《领导干部廉洁从政教育读本》、《领导干部从政道德启示录》等教材。
在进行内容设计时，一方面吸收了地方举办类似活动的成功经验；另一方面进行调研，向中央国家机关了解他们的廉政教育现状和需求，然后结合党员干部最关心的以及容易出问题的方面，设计了10讲。
北青报记者看到，大讲堂的内容大致可以分为三类：一类是对于党纪法规的学习，例如如何解读纪律处分条例、公务员处分条例等；一类是坚定理想信念，例如弘扬党的优良传统，坚守道德底线等；还有一类是警示教育，例如领导干部从典型案例中应当汲取的教训，苏共亡党的历史教训等。
这份课程表和中央纪委上个月给省部级官员办廉政班的内容有一部分是相同的，其中就包括苏共亡党的历史教训。这原本是中国社会科学院的一个国家级课题，2006年课题组据此制作了一部八集的党内教育参考片，2011年又出版了一本专著。大讲堂请来的主讲人是课题组的负责人、中国社会科学院原副院长李慎明。今年1月底，在中央纪委的二次全会上，习近平总书记专门总结了苏共亡党的历史教训，历数消极腐败现象的危害。
陈江华认为，在廉政教育中，采取“正面引导”和“反面警示”相结合的方式能够达到更好的效果。
“德前总统收受好处”成案例
根据以往得到的反馈，党员干部比较喜欢理论和实例相结合的授课方式，结合案例会让大家印象更为深刻。
陈江华说，党风廉政教育大讲堂选取案例的标准是正反结合、新旧结合。例如在反面案例的选取上，一般会选择成熟的案例，既有以前发生的，也会有近期发生的。此外，大讲堂还会介绍外国值得借鉴的做法或者引起警示的案例。例如德国前总统沃尔夫事件，他因为涉嫌在担任州长期间接受了财务好处而辞职。
要让廉政课既有理论高度又生动活泼，对授课者的要求很高。从名单中可以看到，主讲人有的是具有多年纪检监察工作经验的领导干部，比如十八届中央纪委委员、中央纪委驻财政部纪检组组长刘建华，中央纪委法规室主任侯觉非；有的是知名专家，比如中国社会科学院副院长李捷、国家行政学院原副院长周文彰。北青报记者通过查阅公开报道发现，这些主讲人大多具有丰富的授课经验。
据介绍，这些主讲人一部分来自于中央纪委宣教室的师资库，主要是纪检系统的领导干部；一部分是和中央纪委合作多年的专家；还有一些是结合相关课题，由研究机构推荐的。
中央纪委已举办市地级干部廉政班
从形式上看，廉政大讲堂更适合人数相对比较多的中央和国家机关局处级干部。
中央纪委副书记吴玉良在开讲式上直言不讳地说，中央和国家机关局处级干部是各单位的中坚力量，发挥着重要作用，但也面临着各种诱惑和考验。吴玉良强调，拒腐防变，教育是基础。要有针对性地加强教育和引导，坚持把举办大讲堂作为一项长期任务。
陈江华透露，按照中央纪委领导要求和宣教室的统一安排，大讲堂有望成为一项长效机制，原则上每个月会举行一次。在他看来，讲堂的形式系统性更强，更为灵活，可以根据中央最新精神、反腐斗争形势变化对内容进行调整和丰富。
从中央层面开始尝试的面向局处级干部的廉政教育已经引起地方的注意。陈江华告诉北青报记者，党风廉政教育大讲堂的第一课结束不久，广西等地纪检监察宣教部门就打来电话“取经”。
今年以来，中央纪委已经分别举办市地级和省部级领导干部廉洁从政研修班。据介绍，明年这类班还会办下去。
陈江华说，从更长期的规划来看，廉政教育有望更多地走进学校、走进培训机构。例如在对干部的教育培训中，可以加入专门的廉政教育单元，把党风党纪教育融入到干部教育培训计划之中。本版文/本报记者刘一制图/王慧

为什么要给局处级干部开设廉政教育课？日前，中央纪委宣传教育室教育处处长陈江华接受北京青年报记者专访时表示，目前中央和国家机关局处级干部违法违纪比例并不大，但如果有贪腐行为，影响会很大。
北青报：为什么要给局处级干部开设廉政讲座？
陈江华：在国家的治理体系中，中央和国家机关的局处级干部处在一个比较特殊的位置。在对项目进行决策时，处室往往提供初始意见，因此局处级干部手中或多或少有一些权力。他们是单位的骨干和中坚力量，起到承上启下的作用。因此，对他们进行廉政教育，能够起到比较大的辐射作用。
北青报：从中央纪委掌握的情况看，局处级干部违法违纪的比例大吗？
陈江华：从处理案件的情况看，基层干部违法违纪发案率较高，中央和国家机关局处级干部的比例不是很大。但是中央和国家机关局处级干部如果有贪腐行为，影响会很大。
北青报：廉政教育对于预防腐败能起到什么作用？
陈江华：预防腐败需要发挥包括教育在内多方面的作用。单就廉政教育而言，比较难以对效果进行量化。但廉政教育需要常抓不懈，一旦形成廉政文化就会发挥作用，就像我们现在一些贪腐行为也是受传统文化中一些糟粕思想影响一样。
北青报：新一届中央纪委在党风廉政教育方面有哪些变化？
陈江华：最大的变化就是重点抓领导干部特别是高中级领导干部的党风廉政教育，引导领导干部带头纠正“四风”，带头廉洁自律。
