Li noted that China's cooperation with East European countries to adhere to the "three principles": first, mutual respect, treating each other as equals. Li pointed out that recently concluded CPC 18 plenary, to deepen China's future reforms and deployed. 新华网布加勒斯特11月26日电(记者陈二厚 孙闻)国务院总理李克强当地时间26日上午在布加勒斯特出席中国－中东欧国家领导人会晤。会晤由李克强和罗马尼亚总理蓬塔共同主持。中国与中东欧16国领导人就深化中国－中东欧关系进行深入讨论，规划未来合作蓝图。
李克强在讲话中表示，中国和中东欧国家传统友谊深厚，没有利害冲突，扩大合作的基础坚实牢固。中国与中东欧国家合作透明、开放、包容，既符合双方利益，也将为深化中欧全面战略伙伴关系发挥积极建设性作用。
李克强强调，中国高度重视发展同中东欧国家的关系，愿同各国创新合作思路、方式和机制，落实好布加勒斯特纲要，推动中国－中东欧合作跨上新台阶。
李克强指出，中国与中东欧国家合作要坚持“三大原则”：一是相互尊重，平等相待。照顾彼此核心利益和重大关切，尊重彼此自主选择的发展道路。二是互利共赢，共同发展。将对方发展化为自身机遇，通过相互开放与合作增添发展助力。三是中欧合作，相向而行。促进平衡发展，培育更多合作增长点。
李克强提出今后一个时期深化中国－中东欧国家合作的六点建议：一是做大做实经贸合作，努力实现5年内贸易额再翻一番。探讨签署产业投资框架协议，发挥好大项目合作的带动效应，力争多办几件大事。二是加快推进互联互通。合作推动中东欧国家交通设施改造和建设，开辟中国和欧洲之间陆海联动的运输通道。鼓励企业在铁路沿线和港口附近建设保税区和物资分拨中心，打造中欧物流“新动脉”。三是大力加强绿色合作。中国政府支持本国企业积极参与中东欧国家核电等电力项目建设，希望相关国家改善投资环境。四是积极拓展融资渠道。用好用实“中国－中东欧国家合作100亿美元专项贷款”。中方愿与相关中东欧国家互设金融分支机构、签署本币互换和结算协议，加强金融合作。五是深挖地方合作潜力。发挥好中国－中东欧国家地方交流短、平、快的优势，推动双方合作更加顺畅有效。六是丰富人文交流活动。定期举办中国－中东欧国家文化合作论坛、教育政策对话和青年政治家论坛，加强智库、媒体交流。中国愿与各国一道采取相应措施，为赴对方国家旅游、工作的公民提供签证等便利。
李克强指出，不久前闭幕的中共十八届三中全会，对中国未来全面深化改革作出部署。中国的改革已进入攻坚期和深水区，但我们有迎难而上的决心，要使市场在资源配置中起决定性作用，进一步激发市场活力、增强发展动力。实践将会证明，中国的改革越成功，开放越扩大，世界和欧洲从中国的发展中受益也就越多。
李克强最后说，中国－中东欧国家合作的历史机遇之门已经敞开，未来合作规划的蓝图就展现在眼前。让我们以本次领导人会晤为新起点，开拓中国－中东欧国家合作的崭新局面，为推动中欧关系发展，促进世界繁荣进步作出更大贡献。
与会的中东欧国家领导人积极评价中东欧国家－中国合作成果，热烈欢迎李克强提出的双方合作战略框架，认为这进一步明确了双方合作发展的大方向，表示中东欧国家与中国有着相似的经历，都处于发展的关键阶段，双方关系正处于历史最好时期，双方合作具有战略意义。中东欧国家珍视对华传统友好，钦佩中国的发展成就，相信中国进一步扩大改革开放将为双方合作开辟更广阔前景。中东欧国家愿与中方一道，以更加开阔的视野和更积极的姿态推进经贸、投资、基础设施互联互通、能源、金融、环保等领域合作，实现共同发展，为中欧关系注入新的动力。
会晤后，中国与中东欧16国共同发表《中国－中东欧国家合作布加勒斯特纲要》。
