  “我国公车改革方案尘埃落定后,纪委监察部门的工作重心要从查公车私用转移到盯住长期‘借’别人豪车开的官员。”湖北省政协常委、湖北省统计局副局长、公车改革倡导者叶青昨日在接受《第一财经日报》记者采访时指出,若“取消一般公务用车”执行得力的话,“三公”消费中的公车消费有望节约财政资金一半左右。


  地县级最难管


  中纪委统计数据显示,八项规定发布以来,各省区市查处4800多起公车违规问题,共处理4186人,其中地厅级9人,县处级276人,乡科级3901人。可见,“车轮上的腐败”中,县处级、乡科级违规占比最大。


  叶青认为,公车改革方案的执行落实,最难管的仍是地县级等领导。“地级市的一把手是正厅级,不在配备专车范围内,他们无车可用怎么办?那些县长、镇长无车可用怎么办?”叶青发问,此时纪委监察部门的工作重心必须得从查公车私用、公车超标、公车违章等方面转移到盯住长期“借”别人豪车开的官员。


  事实上,本报记者在一些县级市采访时常常观察到这样的现象:当地大型企业的老板将自己新买的豪车“借”给当地主要领导使用,并且包干了车辆的一切使用、维护开支。


  叶青说,纪委下一步就要查处这类隐秘、变相的贪污行为,“当然,其取证过程会更复杂、耗时更长”。同时,可以试行“一县4车”的公务用车配置,其他公务用车需求均交给市场,现有一般公务车的处置可就地卖给原用车人,但必须公示价格,防止贱卖。


  节约一半开支


  按照国家现有的规定,副省级及以上的干部配备专车,其他的都叫一般公务用车。据官方统计,目前一般公务用车总量在250万辆左右,年使用、维护成本为10万元/车。


  但叶青根据自己的调研发现,若加上国有企业、差额拨款事业单位的一般公务用车,这一数字将达400万辆,算上公车私用的情况,年成本在15万元左右。


  叶青估算,一旦取消一般公务用车,公车消费的各项开支总量有望下降一半左右。2011年,中央行政单位、事业单位和其他单位当年财政拨款开支的“三公经费”中的车辆购置费及运行费为59.15亿元。


  公车改革方案规定,普通公务出行实行社会化提供。目前,各大城市均有各类租车公司,政府用车今后可向民营车行计时租车,当前处境尴尬的新能源汽车可成为市内公车租用市场的主力军,而各高铁火车站前将是各大租车公司排兵布点的竞争主战场。


  适度发放公务交通补贴,意味着将就公务员市内公务用车按级别发放车补。叶青认为,车补不会太高,各地区、各级别相差不会太大,比如处级干部的车补发放,建议东部地区为1500元/月、中部地区为1300元/月、西部地区为1100元/月。


  至于政府机关专职司机的去留问题,叶青认为可“一分为三”进行分流。其中,解聘来自劳动力市场的专职司机,这部分司机占总数的一半;少数有编制的司机则可转岗至后勤部门、办公室、老干处等;还有一部分可实行工龄买断制,改革成本并不高。


  叶青直言,我国公车改革方案正在与国际接轨,但要做到从“中国部长不买车”到“每个部长都有私家车”,至少还需要一两代人的努力。
